...the Cabinet approved the minutes of the meeting held on 17 June 2025 as a correct record, agreed to appointments to various bodies supporting the Council's executive functions, endorsed recommendations and adopted a proposed Post 16 Transport Policy Statement regarding Home to School Transport, authorized a public consultation on a temporary congestion charging scheme and development of minor schemes to mitigate the impact of the Botley Road closure, noted the Quarterly Employee Data Report, noted the Business Management & Monitoring Report and approved related proposals for reserves, noted the Capital Outturn Report for 2024-25, approved the inclusion of a programme of work into the capital programme funded by the Traffic Congestion Improvement Fund, and noted the items identified for forthcoming meetings and responses to scrutiny items.

...to delegate the approval of the response to the Fair Funding Review 2.0 consultation to the Executive Director of Resources and Section 151 Officer in consultation with the Cabinet Member for Finance, Property and Transformation.

...to approve the draft Education Other Than At School (EOTAS) policy and parents' guide, and to request an annual review of the policy to be presented to the Cabinet in April 2026.

...to note the recommendations from the Education and Young People Overview & Scrutiny Committee regarding the Education Act 1996 (Section 19), the Education Otherwise Than At School (EOTAS) Policy, and the Home to School Transport Policy, and to respond in due course, while also agreeing to provide the Committee with brief written updates on progress against actions committed to in response to the recommendations for 12 months or until completed.
