... they agreed to sections 5, 10, 11 (regarding vehicle inspections), 12 (regarding license transfers), and 16 (regarding fees) of the Hackney Carriage and Private Hire Licensing Policy 2025-2028, noted the updated policy, recommended its adoption by the Council, and delegated authority to postpone the single NNC hackney carriage zone commencement to September 1, 2025, if needed for the Department for Transport to confirm new byelaws.
