The Climate Action, Environment and Highways Policy and Scrutiny Committee met to review the call-in of a decision regarding the implementation of Cycleway 43 (Section B). After hearing from Councillor Max Sullivan, Cabinet Member for Streets, and discussing concerns raised by Marylebone ward councillors, the committee voted to take no further action, allowing the Cabinet Member Decision to be implemented.

Overview and Scrutiny Committee Member

Overview and Scrutiny Committee - Thursday 9th October, 2025 6.30 pm

The Overview and Scrutiny Committee met to discuss a range of topics, including a review of the street trading and markets policy, social value in Westminster, and high street curation programmes, with a focus on the Meanwhile On initiative. The committee made several recommendations, including that a review date be written into the future street trading policy, and that the council develops a robust pathway and relationship development process with landlords to encourage them to work with the council. The committee also requested additional information on the impact of the temporary pedestrianisation of Oxford Street, the powers provided by the Public Space Protection Order on pedicabs, procurement weighting, support for older people through social value projects, timelines for section 106 social value requirements, and a breakdown of employment support given to Westminster residents.

Climate Action, Environment and Highways Policy and Scrutiny Committee - Thursday 25th September, 2025 6.30 pm

The Climate Action, Environment and Highways Policy and Scrutiny Committee met to discuss the impact of the parking fee structure review, and the work and management of the City Inspectors, including the street-based intervention team. The committee recommended that the council consider expanding the current bands listed for pay to parking, give additional thought to how it can make parking easy and affordable for tradespeople, increase outreach with businesses that interact with the city inspectors, arrange neighbourhood coordination meetings outside of traditional working hours, engage with the Football Association to work towards an agreement whereby clubs would contribute to the cost of cleanup for mass fan gathering events, promote the positive contributions of city inspectors, and ensure ward councillors are adequately informed with regards to incidents that might emerge in their ward. The committee also reviewed and approved the committee work programme for forthcoming meetings.

Strategic Planning Committee - Tuesday 16th September, 2025 6.30 pm

The Strategic Planning Committee met on 16 September 2025, and unanimously approved the demolition of the existing building at 114-150 Queensway and 97-113 Inverness Terrace, W2 and its redevelopment into two interlinked buildings with retail and restaurant space, and 94 residential units. The development includes 35% affordable housing, and is subject to a legal agreement covering various contributions and conditions.

Council - Wednesday 10th September, 2025 7.00 pm

The City of Westminster Council met on 10 September 2025, and began by electing Councillor Hamza Taouzzale as Relief Chair for the meeting. Councillors then heard questions from the public on topics ranging from policing to street lighting, and debated issues including pedestrianisation of Oxford Street, homelessness, and street cleaning. The council also received and noted the Annual Report of Policy and Scrutiny Activity in 2024/25 and the Annual Report of the Audit and Performance Committee 2024/25.
