Passenger Transport Dynamic Procurement System Contract Extension

The report will seek agreement to extend the expiry date of the Passenger Transport Dynamic Procurement System (DPS) from 31st August 2025 to 31st March 2028, and to increase the delegation of spend authority.  This revised amount will cover the value of contracts allocated via the DPS until their expiry as at 31st August 2032.   The extension of the Framework will enable new suppliers to enroll on the existing DPS Framework to deliver savings.

Pay Policy Statement 2025/26

The Council has a statutory requirement under the Localism Act 2011 to prepare a pay policy statement on an annual basis. The first statement was in place by 31st March 2012 and they have been produced annually since. Agreement (and subsequent publication) of this 2025/26 annual Pay Policy Statement will ensure continued compliance with this legislation.

Hubs & Library Strategy 2024-2029

This plan is essential for communicating the authority's intentions to its tenants, the Welsh Government, other key stakeholders, partners, and the wider community.   The Welsh Housing Quality Standards (WHQS) 23 Compliance Policy aims to communicate the approach to the WHQS programme, considering local circumstances and relevant decisions. It provides context for how progress is being or has been achieved and offers assurance on the accuracy of statistical returns. Additionally, it includes a cost estimate for delivering the standard. Key areas covered in the policy include details of the database/asset management software, tenant engagement, methods for obtaining independent verification, compliance statements for new tenants, and detailed explanatory statements for elements that are not measured or are cost-prohibitive. The policy also addresses target energy pathways and aspects of redevelopment and demolition.
