Community Funding Review

From: Executive - Monday, 12th October, 2026 5.00 pm - October 12, 2026

The purpose of this report is to highlight the benefit to the community provided by the Council’s Community Funding Programme and to present the findings of a review of the Fund’s reapplication criteria, specifically considering whether a small amendment relating to grants below £500 could provide additional benefits to local organisations and residents. The report also clarifies the process used to determine the annual allocation of funding between the Community Fund and Youth Activity Fund. The Council recognises the significant benefit that the community and voluntary sector bring to the Borough. An annual budget of £50,000 is currently allocated to the Community Fund to support the voluntary and community sector. Applications to this Fund are welcomed from not-for-profit organisations for contributions towards projects that are able to demonstrate benefit to a large number of Fareham’s residents. Applications that are supported are varied, with the criteria being purposely broad to enable a range of different projects to be funded. However, all applicants must provide certain documentation and follow a set process so the Council can be certain that requests are received from legitimate and well-run groups, that the costs provided are reasonable, that the project is sustainable, that the money is needed for the project to progress that all approvals required have been secured in advance, and that the proposed project will deliver clear and tangible benefits for Fareham residents. In February 2016 the Executive approved a recommendation that, once an applicant receives an award from the Community Fund, they are not permitted to reapply within 2 years. Following a presentation on the Community Fund to the Leisure and Safer Communities Advisory Panel in March 2026, Members noted, while these criteria are important in preventing long-term dependency on the funding stream and ensuring funding is distributed across a broad range of organisations, it can disadvantage groups that have previously received only small one-off grants The report proposes that the two year restriction on reapplying is removed in cases where the amount awarded is below £500. In December 2015, following the withdrawal of Hampshire County Council’s Youth Service, the Executive approved the allocation of £30,000 to provide revenue funding for open access youth provision in the Borough. This Youth Activity Fund was to be managed through the Community Fund budget. The amount allocated for the Community Fund and the Youth Activity Fund has reduced considerably over the last 10 years, as a result of the need to manage wider Council budgets. From April 2025, the total budget was £50,000, comprising £40,000 for the Community Fund and £10,000 for the Youth Activity Fund. In 2026, the Executive Member for Leisure and Community requested that these allocations were reconfigured to provide a budget of £15,000 for the Youth Activity Fund in response to an increase in the financial pressures being experiences by youth provision. As the overall Community Fund allocation cannot be increased, this reduced the Community Fund budget to £35,000. The decision to adjust the budget allocation for the Youth Activity Fund and Community Fund was made following a full assessment of the demands on both funds during the previous year, undertaken in consultation Finance, to ensure that available resources were allocated appropriately and reflected levels of demand. The report recommends that this ability for the Executive Member for Leisure and Community to vary the allocation between the two budgets is formalised to provide flexibility whilst maintaining assurances that changes are made based on evidence of need.

Menin House, Fareham Park

From: Executive - Monday, 12th October, 2026 5.00 pm - October 12, 2026

To seek Executive approval of the funding arrangements for the redevelopment of Menin House and adjacent garages on Privett Road, Fareham, and the process towards the appointments of contractors to demolish and deliver the scheme. The report outlines the proposed redevelopment of Menin House and the surrounding garage court, which is allocated for housing in the Fareham Local Plan. The scheme would deliver new affordable homes, providing modern, energy-efficient accommodation to help meet local housing need. Details of the estimated project costs and proposed funding arrangements are set out in Confidential Appendix A to the report, which is restricted to support a fair and competitive procurement process. The report seeks Executive approval of the proposed funding arrangements and delegated authority to appoint a suitable contractor to undertake the demolition of Menin House and the surrounding garages once the site becomes vacant. It also seeks delegated authority to appoint a suitable contractor to deliver the new homes following the receipt of planning permission, ensuring the scheme can progress in a timely manner.

Homelessness and Rough Sleeping Strategy - Consultation

From: Executive - Monday, 7 September 2026 - 5.00 pm - September 07, 2026

To seek Executive approval for the Draft Fareham Homelessness and Rough Sleeping Strategy 2026-31 to go forward for a period of public consultation. The Homelessness Act 2002 places a statutory requirement on local housing authorities to undertake a review of homelessness within their district and publish a Homelessness Strategy based on the findings of that review. The Strategy must set out how the authority will prevent homelessness, secure sufficient accommodation for those who are homeless or threatened with homelessness, and ensure appropriate support is available. The proposed Homelessness and Rough Sleeping Strategy 2026-2031 provides Fareham Borough Council’s strategic framework for preventing homelessness, reducing rough sleeping and improving housing outcomes over the next five years. It has been informed by local homelessness data, service performance, partner engagement, national policy developments and the findings of the Council’s homelessness review. The accompanying Homelessness and Rough Sleeping Action Plan is a requirement set out by MHCLG and sets out the specific actions, measures and outcomes that will deliver the Strategy’s objectives. The Action Plan establishes local outcome targets aligned to the Government’s emerging homelessness and rough sleeping outcomes framework and will be reviewed annually to ensure it remains responsive to local need and legislative change. The Strategy replaces Fareham Borough Council’s previous Homelessness and Rough Sleeping Strategy 2022-2025. Whilst the previous Strategy focused on four broad priorities of meeting demand, providing solutions, preventing homelessness and supporting tenancies, and ending rough sleeping, the new Strategy adopts a more outcome-focused approach with measurable targets, stronger alignment with national policy, greater emphasis on prevention through early intervention, and a renewed focus on sustainable housing solutions and reducing repeat homelessness.

Civic Offices 5 Year Asset Management Plan

From: Executive - Monday, 7 September 2026 - 5.00 pm - September 07, 2026

To seek Executive approval for a 5-Year Asset Management Plan for the Civic Offices. The Civic Offices remain Fareham Borough Council’s principal operational building, providing a central location for public access to services, staff accommodation, civic functions, public sector partners and wider town centre activity. Now over 50 years old, the building has benefitted from periodic investment; however, a number of key components, including the lifts, ventilation, roof, windows, cooling systems, building management system and elements of the mechanical and electrical infrastructure, are now in poor condition or approaching the end of their serviceable life. Investment can no longer be reasonably deferred. However, a comprehensive long-term refurbishment would be premature and disproportionate while the future accommodation requirements of the new unitary Authority remain uncertain. A major 25 -year refurbishment could exceed £25 million, and relocation options are considered costly, operationally disruptive and strategically unattractive. The recommended approach is therefore a targeted 5 Year Asset Management Plan, focused on replacing critical components where necessary and extending the life of others until a longer-term accommodation strategy can be determined. The Civic Offices are also shown to have wider strategic value. They support town centre regeneration by generating employment, footfall and local spending. An independent assessment indicates the building supports 366 direct on-site jobs, a further 33 indirect town centre jobs, and contributes over £45.5 million per year in economic value to the town centre. At borough level, the impact rises to 418 jobs. The building also provides accessible public services from a central location and supports public sector partners and tenants who generated over £450,000 in 2025/26 to contribute to annual running costs. The proposed works include life-extension and targeted replacement across the roof, structure, windows, ventilation, heating, cooling, building management system, lifts, fire/security systems, toilets and internal fabric. The approach is designed to keep the building operational, avoid staff/tenant relocation, and minimize disruption through careful programming and out-of-hours works where necessary. The total cost of the plan is £4,370,000, comprising £4,330,000 capital and £400,000 revenue. Of the capital requirement £3,005,200 has already been approved, with a further £1,324,800 requested from unallocated capital receipts. Additional revenue growth of £250,000 in 2027/28 and £150,000 in 2029/30 is also required.

Fareham Freedom March and Heritage Celebration

From: Executive - Monday, 7 September 2026 - 5.00 pm - September 07, 2026

To outline proposals for a Freedom March through Fareham’s Town Centre and a celebration of the Borough of Fareham’s Heritage. The report outlines proposals for a Freedom March through Fareham Town Centre, alongside a series of community activities aimed at bringing residents, community groups and stakeholders together in a celebration of the Borough’s history and heritage. In the context of Local Government Reorganisation, the event would also provide a noteworthy opportunity to celebrate and reflect upon the achievements, identify and legacy of the Borough of Fareham. To that end, hosting a Freedom March will create a fitting and memorable occasion to honour the Borough’s civic traditions, military connections, and the unique heritage that has shaped Fareham and its communities over many decades and will continue to do so in the future.
