This meeting was scheduled to consider four licensing applications, all for premises in Westminster. The most significant was a new licence for a restaurant, which was opposed by residents and The Metropolitan Police. There were also two applications for new licences for premises intending to provide late night entertainment, one of which was for a shadow licence. There was also a new Sexual Entertainment Venue licence application.

The meeting discussed the adoption of a new Vulnerability and Domestic Abuse Policy and associated procedures by Westminster City Council's Housing Service, and agreed to consult the public on the introduction of a selective licensing scheme for private rented properties in the borough. The Committee made four recommendations about the Vulnerability and Domestic Abuse Policy, and three recommendations about the selective licensing proposals.

Licensing Sub-Committee (3) - Thursday 26th September, 2024 10.00 am

The Licensing Sub-Committee (3) of Westminster City Council met and decided to grant new premises licenses to both Breadstall Pizza Ltd at 92-93 Berwick Street, W1F 0QB, and Ls 1 Sherwood Street Limited at 48 Regent Street, W1B 5RA. In the case of Breadstall Pizza Ltd, the committee decided that they had done enough to mitigate the effects of their presence in the West End Cumulative Impact Zone. In the case of Ls 1 Sherwood Street Limited, the committee determined that the business was not actually in the Cumulative Impact Zone, despite its Regent Street location.
