This Committee hears
major entertainment licensing applications, applications for sex
establishments and other applications for licences covered by the
Licensing Act.
The committee
functions in a ‘quasi-judicial’ way and must apply the
rules of natural justice and the provisions of the Human Rights Act
with the strictest impartiality. Because of this, it is governed by
special protocols. Licensing is governed largely by legislation.
The majority of licensing applications are not controversial, and
officers decide these.
Only applications that
have received objections come before the Committee, and both
applicants and people who have already objected have the right to
speak. You should not lobby individual
members of this Committee as it could compromise their position and
prevent them from taking part in the decision.
