The full terms of reference for the Council are set out in Part 7 of the Council’s Constitution, located in the Constitution tab of this website. The Council comprises all 60 elected members and meets around 6 times per year. Although the Executive (the Cabinet) discharges all the functions of the authority which are not required by legislation to be discharged by the full Council, the Council is the ultimate policy making body and sets the policy and budget framework within which the Cabinet must operate. The Council: · agrees the Council Tax level; · decides upon major policies and high level strategic plans; · approves the Constitution and amendments to it; · appoints the Mayor; Leader of the Council, Committees and Committee Chairs and Vice-Chairs; · confers Freedom of the Borough status and Civic Awards; · deals with matters relating to proposed legislation, byelaws and elections; · debates motions put forward by the political groups represented on the Council; · provides a forum at which Councillors can ask questions of Cabinet Members and Chairs of Committees; and · provides an opportunity for members of the public to make statements about Council policy and to present petitions and deputations.
