The Cabinet of Warwickshire Council is scheduled to consider a range of important reports on Monday 11 May 2026. Key discussions are expected to focus on the council's strategic direction for the next four years, proposed additions to the education capital programme, and the plan for better care funding.
Recalibrating Warwickshire - Council Plan 2026-30
A significant item on the agenda is the final version of the Council Plan 2026-30, titled 'Recalibrating Warwickshire'. This plan sets out the council's strategic direction and priorities for the next four years, a period expected to see significant changes in local government structures in Warwickshire. The report seeks Cabinet endorsement of the plan before it is considered by the full Council. The plan aims to improve services, build a new and better form of local government, and transform for the future, with a focus on putting residents first, scrutinising council operations for waste, supporting those in need, and building stronger communities. Feedback from public engagement and Overview and Scrutiny Committees has been incorporated into the final draft.
Additions to the Education Capital Programme 2026/2027
The Cabinet will consider proposals for allocating resources within the Education (Schools) Capital Programme for 2026/2027. These proposals include additions to the capital programme for Disability Access Capital Works, safeguarding and security capital works, and specific schemes at Burton Green CofE Academy, Ashlawn School, Bilton School, and Brooke School. These projects are intended to ensure sufficient school places and specialist provision are available, in line with the council's statutory duty under the Education Act 1996 and its Education Sufficiency Strategy 2024-2029. Funding for these projects will come from various sources, including the High Needs Provision Capital Allocation, Schools Condition Allocation, and developer contributions.
Better Care Fund Plan 2026/27
The meeting will also address the Better Care Fund (BCF) Plan for 2026/27. This plan outlines how health and care services will be joined up to help people manage their health and wellbeing and live independently for as long as possible. The report seeks approval for the plan, including funding arrangements, which will be submitted to the Department of Health and Social Care. The plan aims to support integrated and preventative care, comply with expenditure and grant conditions, and ensure effective governance, reporting, and engagement. The proposed pooled contribution from the council to the BCF Plan for 2026/27 is £18.669 million.
Other items scheduled for discussion include the exempt minutes of the previous Cabinet meeting, and reports containing exempt or confidential information relating to the Highways Management Information Suite of Solutions Procurement and an update to the Warwickshire Property & Development Group Site Specific Business Case.
