Proposal for a Committee Buddy Scheme for New Committee Members
A report from the Town Clerk proposed the introduction of a Committee Buddy Scheme
to support members newly appointed to committees and sub-committees. This initiative aims to provide informal peer support from experienced members, complementing existing officer support. The scheme emerged from feedback indicating that new members found it challenging to grasp the context of ongoing issues and established working practices when joining committees mid-term. Several delivery models were outlined, including committee-nominated buddies, a role undertaken by the Chair or Deputy Chair, or a Chair-nominated member. The recommended approach was a hybrid model allowing Chairs discretion to either fulfil the role themselves or nominate another member, supported by the Committee Clerk. The proposal was intended to help new members understand ongoing committee business, provide informal signposting, encourage confident participation, and complement existing officer support.
Proposal for a Microsoft Copilot Pilot Scheme for Members
The Sub-Committee was to consider a proposal for a limited pilot scheme to trial Microsoft Copilot for members. This initiative was prompted by member feedback regarding the length and complexity of committee reports and agenda packs. While acknowledging that members already have access to the free version of Microsoft Copilot (Copilot Chat
) and that training is being provided by Digital, Information and Technology Services (DITS), the report suggested that a pilot of the premium version could assess its additional benefits. The premium version offers enhanced functionality, including integration with other Microsoft 365 applications and access to broader organisational context. The report recommended exploring a pilot scheme with a small cohort of volunteer members to evaluate its practical application and value before considering a wider rollout.
Proposal for an Informal and Confidential Reporting Mechanism for Member Behaviour
A report proposed the establishment of an informal and confidential reporting mechanism to address lower-level member behavioural issues that do not meet the threshold for formal Code of Conduct complaints. This mechanism would allow members and officers to raise concerns confidentially, and potentially anonymously, via the Members' Portal. These concerns would be directed to the Chief Commoner, Deputy Town Clerk, and Assistant Town Clerk for informal resolution through discussion or advice, distinct from formal investigation procedures. The aim is to foster a respectful and professional member culture and encourage early intervention. The proposal also suggested extending this mechanism to allow officers to report informal complaints against members, addressing an action arising from a Local Government Association (LGA) review.
Casework Management System – Oral Update
The Town Clerk was scheduled to provide an oral update on the Casework Management System.
Member Learning and Development Update
The Sub-Committee was to receive an update on member learning and development activities undertaken since the previous meeting on 23 February 2026, in line with the Member Learning and Development Strategy 2025–2029. The report detailed training delivered, attendance data, and progress on the Equity, Equality, Diversity, and Inclusion (EEDI) quarterly theme for Quarter 1 of 2026/27. Specific training sessions mentioned included Members & Equalities Law,
Member Training on Bias,
and Beyond the Boardroom: Engaging with Businesses and Workers in your Ward.
The report also highlighted engagement opportunities related to research into the City Corporation's historical links to the transatlantic slave trade, including a Q&A session with Professor William Pettigrew. Additionally, updates were provided on Digital Services all-member sessions focusing on areas like Artificial Intelligence and Data and Information. The Sub-Committee was asked to note the report and provide feedback on future training priorities and delivery approaches.
