The Oxfordshire County Council Cabinet is scheduled to meet on Tuesday 16 June 2026 to discuss a range of important matters. The agenda includes decisions on appointments to outside bodies, reports from scrutiny committees on various council services, and the award of a new framework contract for tree care. Additionally, the Cabinet will review performance and financial outturn reports for the 2025/26 financial year.
Appointments to Outside Bodies 2026/27
The Cabinet is set to consider appointments to various outside bodies for the civic year 2026/27. This is a non-key decision, with a report provided by the Director of Law & Governance and Monitoring Officer. The Cabinet is recommended to agree the appointments as detailed in the annex to the report.

Customer Service Centre Update
The Performance and Corporate Services Overview and Scrutiny Committee has provided a report on the Customer Service Centre. The Cabinet is recommended to note the report's recommendations and agree a response for inclusion in the Council budget papers. Officers will provide updates on progress against committed actions for 12 months. The report highlights praise for improvements made to the Customer Service Centre, but also makes a recommendation regarding transparency over the use of AI voicebots.
Minerals and Waste Planning
The Place Overview and Scrutiny Committee has submitted a report on Minerals and Waste Planning. The Cabinet is recommended to note the report and determine its response to the committee's six recommendations. These recommendations focus on capacity and performance, governance and engagement, and transparency and assurance within the Minerals and Waste planning function.
School Streets
A report from the Place Overview and Scrutiny Committee concerning the School Streets programme is on the agenda. The Cabinet is recommended to note the recommendations and consider its response. The five recommendations aim to strengthen the delivery and governance of the School Streets programme, broaden its reach, and enhance its long-term impact.
Bus Services and Rural Transport (including Mobility Hubs)
The Place Overview and Scrutiny Committee has produced a report on Bus Services and Rural Transport, including Mobility Hubs. The Cabinet is recommended to note the report and its seven recommendations. These focus on improving rural connectivity and public engagement, accessibility and evidence-based service planning, and the integration of transport in planning and accelerating key infrastructure schemes.
Temporary Congestion Charge Scheme Monitoring
A monitoring report on the Oxford Temporary Congestion Charge scheme has been prepared by the Place Overview and Scrutiny Committee. The Cabinet is recommended to note the report and its three recommendations. These focus on improving data transparency, developing mitigations for areas experiencing increased congestion, and preparing contingency plans for the transition to traffic filters.
Unauthorised Waste Site near Kidlington: Interim Report
The Place Overview and Scrutiny Committee has provided an interim report on an unauthorised waste disposal site near Kidlington. The Cabinet is recommended to note the report and its two recommendations. These aim to ensure lessons learned from the incident are captured to strengthen early detection, escalation, inter-agency coordination, and internal communication, and to ensure elected members are kept appropriately informed of progress.
Tree Care Framework - Contract Award
The Cabinet is being asked to approve the use of a Tree Care Framework Contract model to manage trees within the county council's responsibility. The report, from the Director of Environment and Highways, seeks approval for the contract model and delegation of the award of the contract, including any future extensions, to the Director of Environment & Highways in consultation with the Cabinet Member for Highways Construction and Repair.
HR & Cultural Change - Quarterly Employee Data Report Q4 2025/6
A quarterly report on HR and Cultural Change is scheduled, detailing employee data for Q4 2025/26. The report by the Director of HR and Culture Change highlights workforce size remaining stable, a continued reduction in turnover, and improved recruitment performance. The Cabinet is recommended to note the report.
Business Management & Monitoring Report - Performance and Risk Quarter 4 2025-26 and Provisional Revenue Outturn 2025-26
This comprehensive report from the Deputy Chief Executive (Section 151 Officer) provides an update on performance and risk for Quarter 4 of 2025/26, alongside the provisional revenue outturn for the same period. The Cabinet is recommended to note the report and annexes, and to approve recommendations regarding reserves, including contributions to the High Needs DSG risk reserve, the On-Street Parking Account surplus, the creation of a Congestion Charge Reserve, and a contribution to the Budget Priorities reserve.
Capital Outturn Report 2025-26
The Deputy Chief Executive (Section 151 Officer) will present the Capital Outturn Report for 2025/26. The Cabinet is recommended to note the performance against the Capital Programme and the Provisional Outturn Summary for the financial year.
Forward Plan and Future Business
The Cabinet will review and note the items currently identified for forthcoming meetings as part of the Forward Plan and Future Business update.
