Open Council Network is an independent organisation. We report on Kingston upon Thames and are not the council. About us
The Licensing Sub-Committee of Kingston upon Thames Council is scheduled to convene on Monday 22 June 2026 to consider applications for new premises licences. The committee will review two applications, one for an off-licence and another for a restaurant, both of which have attracted representations from local residents and other interested parties.
Application for New Premises Licence - V&M - Off Licence, 25A Fife Road, Kingston Upon Thames, KT1 1SB
The Sub-Committee is scheduled to consider an application for a new premises licence for V&M - Off Licence, located at 25A Fife Road, Kingston Upon Thames, KT1 1SB. The application seeks authorisation for the retail supply of alcohol for off-premises consumption, with proposed hours from 10:00 to 20:00 on Sundays and 09:00 to 21:00 from Monday to Saturday.
The report pack indicates that representations have been received from Other Persons
concerning the licensing objectives of the prevention of crime and disorder, public nuisance, public safety, and the protection of children from harm. These representations highlight concerns about existing issues in the Fife Road area, including street drinking, anti-social behaviour, litter, and noise. The Metropolitan Police also made representations regarding the prevention of crime and disorder, which the applicant has reportedly addressed through amendments to their operating schedule. The report notes that the need
for a licensed premises cannot be taken into consideration when making a decision.
The Sub-Committee will be presented with options to grant the application as it stands, grant it with conditions, exclude certain licensable activities, or reject the application entirely. The report also details the proposed conditions arising from the applicant's operating schedule, which include measures such as a Challenge 25
policy, CCTV installation, staff training in responsible alcohol retailing, restrictions on the sale of strong beers and ciders, and the prohibition of single cans or bottles.
Application for New Premises Licence - Basera Restaurant, 51 Kingston Hill, Kingston Upon Thames KT2 7PS
The Sub-Committee is also scheduled to consider an application for a new premises licence for Basera Restaurant, located at 51 Kingston Hill, Kingston Upon Thames, KT2 7PS. This application seeks authorisation for the provision of late-night refreshments on Fridays and Saturdays from 23:00 to 23:30, and the retail sale of alcohol for on-premises consumption from 12:00 to 22:30 on Sundays to Thursdays, and 12:00 to 23:30 on Fridays and Saturdays.
The report indicates that no representations were received from Responsible Authorities
1. However, one valid representation was received from an Other Person
2, referencing concerns related to the prevention of crime and disorder and the prevention of public nuisance. The applicant's agent has responded to this representation. The proposed operating schedule includes conditions related to CCTV, an incident log, staff training on age-restricted sales, and measures to prevent public nuisance, such as noise control and litter management. The applicant's agent has communicated with the individual who made the representation, outlining how the operating schedule addresses their concerns, particularly regarding noise, litter, and patron dispersal.
The Sub-Committee will consider the options to grant the application as requested, grant it with conditions, exclude certain licensable activities, or reject the application.
