The Licensing Sub-Committee (6) of Westminster Council was scheduled to consider two applications for new premises licences at the same address. The committee was also due to receive a report on any changes to its membership.
New Sexual Entertainment Venue Licence Application at 37 Duke Street
The committee was scheduled to consider an application for a new Sexual Entertainment Venue (SEV) Premises Licence at Ground Floor and Basement, 37 Duke Street, London, W1U 1LN. The application, reference number 20/02836/LISEVN, was for the premises located in the West End Ward.
New Premises Licence Application for Blush at 37 Duke Street
Also scheduled for consideration was a new Premises Licence application for Blush,
located at the same address: Ground Floor Entrance and Basement, 37 Duke Street, London, W1U 1LN. This application, reference number 20/02859/LIPN, was situated within the Marylebone High Street Ward and was not within a cumulative impact area.
In considering these applications, the sub-committee was advised to have regard to the City of Westminster's Statement of Licensing Policy, effective from 7 January 2016, and guidance issued by the Secretary of State under Section 182 of the Licensing Act 2003, with the most recent version published in April 2018. The agenda also outlined the council's core hours for the supply of alcohol and other licensable activities, which vary depending on the day of the week and whether consumption is on or off the premises. For premises supplying alcohol for consumption on the premises, core hours on Fridays and Saturdays were scheduled to be from 10:00 to midnight, and Monday to Thursday from 10:00 to 23:30. For off-premises consumption, hours were set from 08:00 to 23:00 on Mondays to Saturdays, and 10:00 to 22:30 on Sundays. For other licensable activities, hours were generally from 09:00 to midnight on Fridays and Saturdays, and 09:00 to 23:30 Monday to Thursday.
