The Planning Policy Advisory Panel recommended two areas for potential designation as Local Areas of Special Character (LASC) to Cabinet for consultation. The meeting also noted the attendance of a reserve member and the absence of declarations of interest or public questions.
Assessment of possible Local Areas of Special Character (LASC)
The Panel considered a report assessing two areas for potential designation as Local Areas of Special Character (LASC). These areas were Butler Avenue, Lance Road, and West Harrow Recreation Ground, and the eastern half of West End Avenue and Meadow Road, along with parts of Eastcote Lane. The assessments were conducted against criteria previously approved by Cabinet.
The report recommended that both areas be put forward for consultation. For Butler Avenue, Lance Road, and West Harrow Recreation Ground, the assessment highlighted a cohesive and well-preserved townscape and architecture, particularly in the Victorian and Edwardian houses on Butler Avenue and Lance Road. The naming of the streets after Harrow School masters was also noted as an additional historic merit. West Harrow Recreation Ground was considered to retain some of its original 1920s layout and features.
The second area, encompassing parts of West End Avenue, Meadow Road, and Eastcote Lane, was found to have a locally cohesive and well-preserved townscape and architectural quality, characteristic of Edwardian and pre-World War I speculative housing. The report noted the historical significance of this development in relation to the expansion of the Metropolitan Railway to Pinner.
Following a presentation on the assessments, members of the Panel engaged in a full discussion and asked questions. The Panel resolved to recommend to Cabinet that these two areas be approved for the purpose of undertaking consultation on the proposed areas and their accompanying assessments. The outcomes of this consultation will be reported back to the Panel and Cabinet.
The concept of Local Areas of Special Character (LASC) is a local heritage designation that complements statutory Conservation Areas. It aims to recognise areas with local architectural or historic interest that may not meet the higher threshold for Conservation Area status. Designation as a LASC means that the heritage interest of the area will be a material consideration for any future planning applications, ensuring that proposals do not negatively impact the character of these valued local environments. This initiative aligns with the Council's corporate priority of Putting Residents First
and the overarching objective of Restoring Pride in Harrow
by helping to protect the borough's diverse historic environment.
