The Chief Officers' Employment Panel of Harrow Council met on Thursday 4 January 2024 to approve recruitment processes and remuneration packages for key senior roles. Decisions were made regarding the recruitment of the Director of Legal and Governance (Monitoring Officer) and the approval of the remuneration package for the Assistant Director of Regeneration. The panel also approved a severance package exceeding £100,000.
Recruitment of the Director of Legal and Governance (Monitoring Officer)
The panel approved the appointment process and remuneration package for the Director of Legal and Governance (Monitoring Officer) post, with a salary range of £132,168 to £145,575 (D3). This decision was made subject to clarification regarding potential additional payments if the successful postholder were to also act as a Monitoring Officer for other councils. The Managing Director, Alex Dewsnap, confirmed that the role itself would not change. The Director of Legal and Governance is a crucial position responsible for the strategic leadership of the Legal & Governance Directorate and the discharge of statutory functions, including acting as the Council's Monitoring Officer.
Approval of Remuneration Package for the Assistant Director of Regeneration
The remuneration package for the new post of Assistant Director of Regeneration was approved, with a salary grade of D1 (£94,902 to £111,474). The Director of Regeneration and Sustainable Development highlighted the importance of this role in strengthening a team currently reliant on interim staff. The recruitment process, including interviews, is now expected to take place in February. The interview panel will include the Director of Regeneration, the relevant Portfolio Holder, and a nominated opposition group member. This role is key to delivering the Council's regeneration programme and economic growth agenda.
Severance Package of £100,000 or Greater
The panel approved a confidential severance package exceeding £100,000. This decision was made following the exclusion of the press and public from the meeting, as the report contained information relating to an individual and their financial affairs.
