The Licensing Sub-Committee is scheduled to consider an application to vary a premises licence for Londis, located at 250 Upper Richmond Road West, East Sheen, London, SW14 8AG. The committee will also note the procedure to be followed for the hearing.
Londis Premises Licence Variation Application
The main item on the agenda is an application to vary the premises licence for Londis, a convenience store located at 250 Upper Richmond Road West, East Sheen, London, SW14 8AG. The applicant, Fairs & Cares Ltd, is seeking to extend the hours for the sale of alcohol for consumption off the premises.
Currently, alcohol can be sold from Monday to Saturday between 08:00 and 23:00, and on Sundays from 10:00 to 22:30. The proposed variation would extend these hours significantly: Monday to Thursday from 08:00 to 01:00 the following day, and Friday and Saturday from 08:00 to 02:00 the following day. On Sundays, the proposed hours are 10:00 to 01:00. The applicant has also proposed an additional step to promote the licensing objectives, which is detailed in Appendix C of the report pack.
The application is opposed by six local residents. Their representations raise concerns including:
- Alleged non-compliance with current Premises Licence conditions, specifically regarding the sale of alcohol beyond permitted hours.
- Concerns about alcohol-related anti-social behaviour occurring outside the premises, including noise disturbance and groups of young people congregating.
- Worries about potential underage sales of alcohol.
The report pack indicates that no representations have been received from any Responsible Authorities.
The Sub-Committee will need to determine the application based on the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The committee has the power to grant the application with or without conditions, grant it in part, or refuse it entirely.
The procedure for the hearing is outlined in the report pack, detailing how representations will be heard and how the Sub-Committee will deliberate and make a decision. The Licensing Act 20031 provides the legal framework for these decisions, and the Sub-Committee must consider the balance between the rights of the applicant and those making representations, as well as their duty under Section 17 of the Crime and Disorder Act 19982 to prevent crime and disorder.
The report pack also includes the existing premises licence, the application details, and copies of the representations received from local residents.
