Councillor Johann Beckford, Cabinet Member for Finance & Corporate, met on 28 October 2026 to approve an administrative amendment to a previous decision regarding the re-procurement of merchant acquirer services. This amendment corrects the legal entity name for the contract with GPUK LLP.
Administrative Amendment to Merchant Acquirer Re-Procurement
The meeting approved an administrative amendment to a contract for merchant acquirer services. This amendment corrects an error in the original report, which had referred to the company as Global Pay
or Global Payments
instead of its correct legal entity name, GPUK LLP. This correction is necessary to finalise the contract, which was initially approved on 6 May 2026.
The decision to approve the amendment was made to rectify an administrative error that prevented the Council from entering into the contract. The re-procurement of merchant acquiring services via CCS Framework 6325 with the existing provider, GPUK LLP, is expected to secure improved commercial terms and address a significant budget pressure. The original report, approved on 6 May 2026, sought to re-procure these services to reduce projected annual costs from approximately £1.021 million to £490,000, delivering savings of around £530,000 per annum. The administrative amendment ensures the contract can proceed with the correct legal entity.
The Cabinet Member RESOLVED to:
- Note the administrative error in the original report referring to Global Pay and Global Payments.
- Approve the administrative amendment to reflect the correct legal entity, GPUK LLP, for the purposes of awarding and entering into the contract.
The reasons for this decision were that the incorrect company name prevented the Council from proceeding with the contract. By re-procuring the services through the CCS Framework 6325 with the existing provider, the Council will secure better commercial terms and address a budget pressure.
Alternative options considered included not changing the company name, which would have prevented the re-procurement from proceeding. The report noted that the Council's current merchant acquiring arrangements were financially unsustainable, with projected annual costs significantly exceeding the available budget. The proposed approach, utilising the Crown Commercial Service (CCS) Framework RM6325, Lot 1, with the incumbent provider, was identified as the preferred option to balance cost reduction, compliance, and operational stability.
The decision aligns with the Council's corporate priorities of ensuring value for money and financial sustainability, strengthening financial resilience, and delivering efficient, resident-focused services. It also supports the principles of the Haringey Deal by being transparent about financial pressures and working collaboratively with partners. The report also confirmed that the decision has no direct impact on carbon emissions or climate change.
The meeting also noted the council's policy on filming at meetings. There were no apologies for absence, declarations of interest, urgent business, deputations, petitions, or questions.
