The Chief Officers' Employment Panel of Harrow Council met on Wednesday 31 July 2024 and unanimously resolved to offer the post of Strategic Director of Adults and Public Health to James Mass. The meeting also noted the attendance of members and confirmed previous minutes.

Appointment of the Director of Adult Social Services

The panel unanimously resolved to offer the position of Strategic Director of Adults and Public Health (Director of Adult Social Services) to James Mass. Mr. Mass is currently the Director of Adult Social Care at the London Borough of Barnet. The offered salary for the role is £145,575, corresponding to D3 point 5, and is in line with the terms and conditions for Chief Officer posts. This appointment is subject to there being no material and well-founded objections from members of the Executive.

The decision to exclude the press and public from this agenda item was made in accordance with Part I of Schedule 12A to the Local Government Act 1972, due to the information relating to an individual.

The meeting was chaired by Councillor Paul Osborn, Leader of the Council. Other councillors present included Councillor Marilyn Ashton (Deputy Leader of the Council and Portfolio Holder for Planning & Regeneration), Councillor David Perry (Leader of the Labour Group), Councillor Natasha Proctor (Deputy Leader of the Labour Group), Councillor David Ashton (Portfolio Holder for Finance & Highways), Councillor Stephen Hickman, and Councillor Jean Lammiman (Portfolio Holder for Adult Services & Public Health).¹
