The Chief Officers' Employment Panel of Harrow Council met on Thursday 1 August 2024 to appoint an Acting Strategic Director of Housing and Regeneration. The panel unanimously resolved to offer the position to Emma Talbot.

Appointment of Acting Strategic Director of Housing and Regeneration

The panel unanimously resolved to offer the role of Acting Strategic Director of Housing and Regeneration to Emma Talbot. Ms Talbot is currently the Director of Regeneration and Sustainable Development at the London Borough of Harrow. The appointment is for a salary of £136,860 (D3 point 2) and will last until 31 March 2025. This decision is in accordance with the terms and conditions governing Chief Officer posts and is subject to there being no 'material and well-founded objections' from members of the Executive.

The meeting was chaired by Councillor Paul Osborn, Leader of the Council. Other councillors present included Councillor Marilyn Ashton, Deputy Leader of the Council and Portfolio Holder for Planning & Regeneration; Councillor David Ashton, Portfolio Holder for Finance & Highways; Councillor Mina Parmar, Portfolio Holder for Housing; Councillor David Perry, Leader of the Labour Group; Councillor Nitin Parekh; and Councillor Dan Anderson. Councillor Natasha Proctor, Deputy Leader of the Labour Group, had apologies recorded.

The panel noted the attendance of Councillor Dan Anderson as a nominated member. No declarations of interest were made by any members present. The press and public were excluded from the discussion regarding the appointment to ensure the confidentiality of information relating to individuals, as permitted under Part I of Schedule 12A to the Local Government Act 1972.

The meeting commenced at 5:32 pm and concluded at 7:56 pm.
