The Planning Policy Advisory Panel of Harrow Council met on Tuesday 8 October 2024 to discuss the proposed version of the New Harrow Local Plan for pre-submission consultation (Regulation 19 stage). The panel also reviewed the outcomes of the consultation on two proposed Local Areas of Special Character in West Harrow and Pinner, and received an update on the Harrow Community Infrastructure Levy (HCIL) for the 2023/24 financial year.

The panel resolved to recommend the draft Regulation 19 New Harrow Local Plan to Cabinet and full Council for approval to undertake the second round of consultation. They also noted the draft plan and supporting documents, as well as the update on the local plan process, next steps, and recent government consultations. Regarding the Local Areas of Special Character, the panel resolved to recommend their adoption to Cabinet, specifically designating areas in West Harrow and Pinner. Finally, the panel noted the report on the HCIL update and recommended that officers review a more equitable funding system for the levy.
