The Chief Officers' Employment Panel of Harrow Council met on Thursday 14 November 2024 and approved a severance payment of over £100,000. The meeting was brief, lasting only three minutes, and was held in private to discuss confidential information.
Severance Package Approval
The panel approved a severance payment of greater than £100,000, as detailed in section 2 of the officer report. This payment follows a restructure within the Environment Division. The decision was made during a part of the meeting where the press and public were excluded, citing the need to protect information relating to individuals and the financial affairs of particular persons, in accordance with paragraphs 1 and 3 of Schedule 12A to the Local Government Act 1972.
The meeting was chaired by Councillor Paul Osborn, Leader of the Council. Other councillors present included Councillor Marilyn Ashton (Deputy Leader and Portfolio Holder for Planning & Regeneration), Councillor David Ashton (Portfolio Holder for Finance & Highways), Councillor Stephen Greek (Portfolio Holder for Performance, Communications & Customer Experience), Councillor Simon Brown, Councillor David Perry (Leader of the Labour Group), and Councillor Natasha Proctor (Deputy Leader of the Labour Group).
The panel noted that there were no nominee Members in attendance and no declarations of interest were made by Members. The minutes of the previous meeting held on 8 August 2024 were also approved.
The full details of the severance package and the specific reasons for the restructure within the Environment Division were not made public due to the confidential nature of the discussion. The meeting concluded shortly after the decision was made.
