The Planning Sub-Committee (1) of Westminster Council met on Tuesday 7th January 2025 to consider two planning applications. The committee granted conditional planning permission for alterations and changes of use at Park House on Oxford Street. For the application at 10 Greycoat Place, the committee resolved that had an appeal against non-determination not been received, planning permission would have been granted, with an amendment to a condition regarding planting.
Park House, 453 to 497, Oxford Street, London, W1C 2AU
The committee granted conditional planning permission for the use of part of the basement, ground, and first floors of Park House for a variety of purposes, including retail (Class E (a)), flexible retail, leisure, medical, restaurant (Class E (a, b, e and d)), and competitive socialising (Sui Generis) uses. External alterations to create new double-height shopfronts on Oxford Street, North Audley Street, and Park Street were also approved, along with the installation of a high-level extract duct, louvres, and new plant.
The decision was made unanimously, with the committee agreeing that the proposed changes would enhance the flexibility of the floorspace, ensuring it remains let and contributes to the vitality of the West End. Conditions were imposed to manage the impact of new uses, particularly at ground floor level, to ensure active frontages and prevent harm to residential amenity. The proposal was found to be acceptable in terms of land use, design, sustainability, highways, and amenity. The development is also targeting a BREEAM Excellent
rating for sustainable design.
10 Greycoat Place, London, SW1P 1SB
The committee considered the application for the use of part of the seventh-floor roof as a terrace and associated works. This application was subject to an appeal against non-determination, meaning the decision would ultimately be made by the Planning Inspectorate. The committee resolved that, had the appeal not been lodged, planning permission would have been granted.
The proposed terrace is intended for use by office employees within the building. Objections had been raised by local residents, The Thorney Island Society, and a Ward Councillor concerning potential noise nuisance and visual impact. However, the committee was satisfied that the proposed acoustic and privacy screen, along with a comprehensive Terrace Management Plan, would mitigate these concerns. The plan includes restrictions on hours of use, capacity, and a prohibition on music. A condition was amended to include details of a planter and planting to the boundary of the terrace facing Greycoat Place. The proposal was deemed acceptable in terms of its impact on the character and appearance of the building, the setting of adjacent conservation areas, and the amenity of neighbouring residential properties.
