Summary

Here is a summary of the Licensing Panel D meeting held by Camden Council on 15 May 2025. The panel considered applications for variations to premises licences for Monarchy and Wheatsheaf, and a new premises licence for WNGZ Camden.

Monarchy, 40-42 Chalk Farm Road

This application was for a variation of the premises licence for Monarchy, 40-42 Chalk Farm Road, London NW1 8BG, to extend the licensable hours for the sale of alcohol and recorded music.

The applicant, Bad Girls Hotel Ltd t/a The Imperial Palace of Big Red, sought to extend the hours to:

  • Monday to Thursday: 10:00 - 01:30
  • Friday and Saturday: 10:00 - 02:30

And to extend the opening hours to:

  • Monday to Thursday: 10:00 - 02:00
  • Friday and Saturday: 10:00 - 03:00

The application received representations from the Licensing Authority and two residents' associations, opposing the extension due to concerns about public nuisance, crime, and disorder.

The Licensing Authority noted that the premises is located within the Camden Town cumulative impact area1, where there is a presumption to refuse new or variation applications. The applicant submitted a written statement arguing that they had successfully operated later closing times using Temporary Event Notices (TENs) without any reported issues. They also highlighted measures in place to prevent crime and disorder, ensure public safety, prevent public nuisance, and protect children from harm.

The applicant also provided letters of support from neighbouring businesses, Myths & Flames and My Village Haw Raman Café.

WNGZ Camden, 11 Kentish Town Road

This application was for a new premises licence for WNGZ Camden, 11 Kentish Town Road, London NW1 8NH, to permit late night refreshment and set opening hours.

The applicant, SCR Fast Food Ltd, initially sought to operate until 02:00 on Friday to Sunday for late night refreshment, and until 02:00 on Friday to Sunday for opening hours.

Representations were received from the Licensing Authority, Environmental Health, and a resident association, raising concerns about crime and disorder and public nuisance.

Following discussions with the Metropolitan Police and Environmental Health, the applicant agreed to amend the application, reducing the hours and accepting additional conditions. The agreed conditions included:

  • No customers allowed in the venue from 00:30 hours on Friday and Saturday.
  • Deliveries only from 00:30 hours on Friday and Saturday, and from 00:00 hours on Sunday.
  • Deliveries shall only be made to business and/or private residences and not to any public/open spaces.
  • Police to be called to all incidents of violence.
  • From 23:00 hours, no Wi-Fi or phone charging to be available to people attending the venue.
  • CCTV installation, operation, and maintenance to comply with specific criteria.
  • The venue shall not engage the services of street promoters.
  • Deliveries to the premises shall not take place between (07:00) and (21:00).
  • Collections of waste from the premises shall not take place between (07:00) and (21:00).
  • Collections of waste from the premises which include glass shall not take place between (09:00) and (21:00).
  • Waste to be placed outside ready for collection 30 minutes prior to that collection.
  • Regular litter and glass collections shall be carried out in all customer areas and to the immediate vicinity outside the premises.
  • Licence holder shall use only quiet customer delivery vehicles “electrical, non-combustion engine vehicles” in the hours midnight onwards.

As a result of these agreed conditions, the Metropolitan Police and Environmental Health withdrew their representations. However, the resident association, TRACT, maintained its objection.

Wheatsheaf, 25 Rathbone Place

This application was for a variation of the premises licence for the Wheatsheaf, 25 Rathbone Place, London, W1T 1JB. The applicant, Mitchells & Butlers Leisure Retail Limited, sought to:

  • Approve changes to the internal layout of the premises.
  • Amend the hours for the sale of alcohol and recorded music on Fridays and Saturdays to 10:00 - 00:00.
  • Permit the provision of late-night refreshment from 23:00 to 00:00 on Fridays and Saturdays.
  • Amend the opening hours for Fridays and Saturdays to 10:00 - 00:20.
  • Remove embedded conditions 15, 16 and 18 from the premises licence.
  • Add additional conditions requested by the Metropolitan Police.

A representation was received from a local resident, raising concerns about crime and disorder, public safety, and public nuisance.

Following communications with the Charlotte Street Association, the applicant agreed to add the following conditions:

  1. There will be no consumption of alcohol outside on Fridays and Saturdays after 23:00 hours.
  2. The premises shall operate the “Ask for Angela” scheme and display relevant signage within the premises advertising the scheme.

As a result, the Charlotte Street Association withdrew its objection.
