The Traffic and Road Safety Advisory Panel (TARSAP) convened to discuss various traffic management and safety issues, including parking programmes, traffic schemes, and sustainable travel initiatives. The panel reviewed petitions and reports, addressing concerns raised by residents and councillors, and made recommendations for future actions. Councillor Thaya Idaikkadar was appointed as Vice-Chair of the TARSAP for the 2025/2026 Municipal Year.
Public Questions
The panel addressed questions from residents regarding road safety and parking issues.
A resident, Mr But, raised concerns about road safety in the West Harrow ward, citing instances of accidents and rejected deputation requests. He felt that the council was restricting residents' views and stifling debate on road safety concerns. Councillor Ameet Jogia MBE, Chair of the Traffic and Road Safety Advisory Panel, responded that deputations can only be raised on items already on the agenda, but assured Mr But that the issues he raised were under consideration and that officers would remain in contact with ward councillors.
Nina Palmer asked about the justification for implementing a controlled parking zone [^1] (CPZ) in Rugby Close and Lees Close, given the lack of resident parking bays. The response indicated that officers are reviewing parking controls in the Willstone CPZ zone C to improve parking conditions, while considering road safety and accessibility.

Jeff Aldridge questioned why there was no option to keep the existing one-hour restriction in the Marlborough ward CPZ consultation. The response explained that the council is moving towards standardised CPZ hours for operational efficiency, as shorter restrictions are seen as ineffective for enforcement.
Mary Turner asked whether residents on Walton Drive who signed a petition against the Marlborough ward CPZ would be ignored before the trial implementation. Councillor Ameet Jogia responded that 90% of those who signed the petition did not respond to the consultation, and the majority of residents who did respond to the consultation were in favour.
Anoop Shah questioned the decision to abandon plans for school streets based on a simple tally of votes, without considering the reasons for objection. The response provided a breakdown of responses among different groups and reasons for opposition, citing concerns about worsened driving conditions and increased noise.
Petitions and Traffic Calming
The panel discussed several petitions related to traffic calming and parking restrictions.
A petition regarding Chapel Lane in Pinner requested a 20 mph speed limit. Councillor June Baxter echoed the strength of feeling regarding the petition and asked that officers look again at possible solutions and mitigations. Officers responded that a 20 mph speed limit survey had been undertaken, and although it didn't score highly, they were investigating further measures to slow traffic. Mr Hinkley noted the difficulties pedestrians face due to the narrowness of the road and overgrown bushes. Another attendee, Ms V Chamberlain, suggested making the road one-way with a contraflow for cycling.
A petition for Roxeth Green Avenue requested traffic calming measures and a pedestrian crossing. Ms V Chamberlain welcomed control of speeding in the area, highlighting the danger to all road users, including cyclists, due to drivers parking over the cycle lane.
A petition requested residential parking or a CPZ in Drinkwater Road, Eliot Drive, Juniper Close and Swift Close.
Parking Programme Update
The panel discussed the parking programme update, focusing on the implementation of CPZs and related issues.
The council approved a phased delivery approach for CPZs in the Headstone and Wildstone areas. Phase one will implement a smaller CPZ using an experimental traffic order[^2] (ETO), focusing on roads that initiated petitions. Phase two will include engagement with areas not included in phase one.
[^2]: An experimental traffic order (ETO) is a type of traffic regulation order that allows a local authority to trial changes to traffic management for a period of up to 18 months.
Councillor Jerry Miles raised concerns about the social impact of a ten-and-a-half-hour CPZ, questioning provisions for tradesmen and carers. Officers responded that these concerns would be addressed in the next engagement process, with information on permit products for traders and carers.
An attendee, Mr K Nason, suggested that the council should identify why so many people hadn't engaged in the consultation process but had signed petitions. Councillor Ameet Jogia responded that consultations have been going on for many years and are regularly reviewed, and that the council can only go by the formal consultation process.
Councillor Miles referred to South Harrow, seeking assurance that the existing situation would remain unchanged. Officers clarified that they would not proceed with any CPZ changes in the existing North Harrow CPZ, but would undertake a statutory consultation for the M3 extension.
Traffic Programme Update
The panel received an update on the traffic programme, including 20 mph zones, pedestrian areas, bus priority schemes, and cycle network projects.
The council has completed 20 mph zones in Mollison Way and Pinner Park Avenue, with other four outstanding.
Sensors have been installed on Uxbridge Road and Blythwood Road to monitor vehicle turning movements and driver behaviour.
A zebra crossing outside Whitmore High School on Porlock Avenue will be underway shortly.
A study to improve bus journey times on Whitmore Road has identified locations where minor interventions, such as waiting restrictions, will be implemented.
Detailed design is underway for sections 1-3 of the Harrow to Pinner cycle route, with consultation on section 4 (Marsh Road, Pinner) underway.
Secure cycle hangers have been installed for residents within housing estates, with completion expected by the end of July.
Consultants will be appointed to review conditions in Cambridge Avenue and explore the feasibility of a zebra crossing outside Krishna Avanti Primary School.
A review of the existing traffic calming on Dennis Lane will be undertaken due to concerns raised by councillors.
Active, Sustainable Travel and Road Safety Report
The panel discussed the Active, Sustainable Travel and Road Safety Report, focusing on school healthy streets, electric vehicle charging points, and cycle training.
The council received 370 responses regarding the borough wide school healthy streets, with over two-thirds expressing positive views. However, consultations for school streets at Earlsmead Primary School and St Anselm's Catholic Primary School received negative feedback, leading to the decision not to proceed with these schemes.
Councillor Ameet Jogia sought clarity on why the negative feedback wasn't picked up earlier and what would happen to the additional places for school streets. Officers responded that they plan to pause the delivery side of the program until March 2026 to gather more data and information.
The council has installed 100 electric vehicle charging points, supported by funding from the Office for Zero Emission Vehicles[^3] (OZEV).

In the last financial year, 876 children were trained across 20 schools, and 92 one-to-one training courses were delivered for adults.
Appointment of Non-Voting Advisors
The panel recommended the appointment of three non-voting advisors for the municipal year 2025-2026:
- Ms V Chamberlain, representing Harrow Cyclists and Harrow Cycle Hub
- Mr J Hinkley, representing Harrow Resident Motorist
- Mr K Nason, representing the Harrow Public Transport Users Advisory Association
