Summary
The Remuneration Committee of Oxfordshire Council met on 5 September 2025. The meeting included a discussion on the establishment of sub-committees, and the approval of exempt minutes from a previous meeting. The committee was also scheduled to discuss petitions and public addresses.
Establishment of Remuneration Sub-Committees
The committee was scheduled to consider a report recommending the establishment of a Disciplinary Sub-Committee and an Appeals Sub-Committee. According to the Public Reports Pack, the council did not have either sub-committee in place, but the constitution assigns responsibility for disciplinary action or dismissal of certain Chief Officers to the Remuneration Committee.
The report recommended that the committee:
a) establish a Disciplinary Sub-Committee; b) establish an Appeals Sub-Committee; c) appoint three Councillors from the Remuneration Committee to be the members of the Disciplinary Sub-Committee; d) appoint a different three Councillors from the Remuneration Committee to be the members of the Appeals Sub-Committee.
The report also recommended that both sub-committees include at least one cabinet member and one member from the opposition political groups where possible. It was noted that all three members would be required to be present for a Disciplinary or Appeals Sub-Committee meeting to be quorate, and a Councillor could not sit on both the Disciplinary and Appeals Sub-Committee for the same matter. Training was scheduled to be provided to support members with the formal disciplinary and appeals processes.
Exempt Minutes
The committee was scheduled to approve the exempt minutes of the meeting held on 9 July 2025 and to receive information arising from them.
The information contained in the minutes is exempt because it relates to:
Information relating to any consultations or negotiations, or contemplated consultations or negotiations, in connection with any labour relations matter arising between the authority or a Minister of the Crown and employees of, or office holders under, the authority.
The report pack states that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, because there is an expectation that consultation and negotiation should take place primarily away from the glare of publicity and public scrutiny in keeping with employment law
