The Cabinet approved a public consultation on the Regulation 18 Draft Local Plan, aimed at shaping future development in the borough, alongside approving a refreshed Resident Engagement Strategy, and a new Education Strategy. They also discussed financial updates, progress on the Corporate Delivery Plan, and various housing and community initiatives.
Regulation 18 Draft Local Plan Consultation
The Cabinet approved the launch of a public consultation on the Regulation 18 Draft Local Plan, with Councillor Sarah Williams, Cabinet Member for Housing and Planning, delegated authority to make immaterial changes to the consultation document. This plan will guide development and land use in Haringey, aligning with the National Planning Policy Framework and the London Plan. The council rejected the options of relying on the existing Local Plan (adopted 2017), delaying consultation, or undertaking a partial review of the Local Plan.
The supplementary agenda included minutes from the Strategic Planning Committee meeting on 10 September 2025, where the draft local plan was discussed. The committee noted that the plan was dedicated to the memory of Nicky Gavron[^2]. Councillors highlighted the importance of engaging with underrepresented groups, enhancing tree protection, addressing climate adaptation, and preserving local heritage.

The consultation report, Appendix A Local Plan First Steps Engagement Consultation Report, and the Draft Local Plan September 2025, along with the Integrated Impact Assessment and Communications Engagement Plan were considered as part of the decision.

The Cabinet approved the draft Tenants and Leaseholders Engagement Strategy, set to take effect from October 2025. This strategy replaces the previous version from December 2022, updating the council's approach to engaging with tenants and leaseholders following the insourcing of Homes for Haringey[^3] into the council.

The Cabinet approved the acquisition of 32 homes at 255 Lordship Lane, and 76 homes at 313 The Roundway, to increase the supply of council housing. Funding will come from the Greater London Authority (GLA) and the Council's Capital Housing Acquisition Programme (CHAP). The council also approved the leaseback of two commercial units at each location.
505-511 Archway Road, N6 - Permission to go to tender
The Cabinet approved the commencement of a procurement exercise for the new build development of 16 council homes at 505-511 Archway Road. A planning application was submitted in May 2025, and the scheme is scheduled to be considered for approval at the Planning Committee in Autumn 2025. The development will include wheelchair-accessible homes and family homes.
Electrical Security Assets' Management
The Cabinet approved a contract for the provision of Electrical Security Assets Management to Tenderer A, across the Council’s housing stock, for five years, with a possible two-year extension, starting in September 2025, at a value of £8.6 million. This will ensure the maintenance and modernisation of door entry and access control systems, and address risks from the national withdrawal of 3G services.

The Cabinet approved the implementation of the Haringey Education Strategy 2025–2028, which applies to all children and young people aged 0–19 in the borough, starting in September 2025. The strategy aims to deliver inclusive and equitable outcomes, address educational inequalities, and embrace digital technology in education. A media and communications campaign will launch in September 2025 to promote the strategy. The Early Years Strategy and the Haringey SEND strategy 2022-2025 are intended to be read alongside the Education Strategy.

The Cabinet agreed to secure additional budget to fund running costs for the Rising Green Youth Hub from April 2026 to March 2028. The hub opened in August 2022 and provides youth services in Wood Green.
Dockless E-Bike Hire Service Contracts
The Cabinet approved undertaking a formal procurement exercise for dockless e-bike hire services, to appoint operators to officially run these services in the borough. The aim is to secure improved agreements with operators and generate revenue for the council.

The Cabinet approved the commencement of a tendering process for a contractor to design and build five play areas in Tottenham parks. The project addresses health and safety concerns and aims to provide high-quality, accessible playgrounds.
Annual Feedback and Resolutions Report 2024/25
The Cabinet noted the Annual Feedback and Resolutions Report 2024/25, ensuring transparency and accountability in complaint handling processes.

The Cabinet approved the Business Continuity Policy, fulfilling a statutory duty under the Civil Contingencies Act 2004 to maintain essential functions during emergencies.

The Cabinet noted the forecast total revenue outturn variance for the General Fund of £34.1m, comprising £24.9m base budget pressures and £9.2m non-delivery of savings. They also noted the net Dedicated Schools Grant (DSG) forecast of £3.0m overspend and the net Housing Revenue Account (HRA) forecast overspend of £600,000. The Cabinet further noted the Council’s response to the Government’s consultation on Fair Funding Review 2.0[^1].

2025/26 Corporate Delivery Plan Update Q1
The Cabinet noted the progress against the commitments set out in the Corporate Delivery Plan 2024-2026 as of June 2025. They also noted the launch of the Local Government Outcomes Framework (LGOF) consultation. Reporting against the Enterprise Hub and the Power Purchase Agreement for the Corporate Estate will cease due to paused or stopped work.
