Summary
Camden Council's Cabinet is scheduled to meet on 12 November 2025 to discuss a number of key issues, including the Cultural Strategy for Camden, the Euston Area Plan, and the potential establishment of a Locally Led Development Corporation for Euston. Also on the agenda is the proposed redevelopment of the Regent's Park Estate North, a procurement strategy for temporary agency workers, and a variation to the civil parking and traffic enforcement contract.
Euston Development
Several items on the agenda relate to the Euston area, including the Euston Area Plan (EAP) and a potential Locally Led Development Corporation (LLDC).
Euston Area Plan Update
The Cabinet is scheduled to consider the Euston Area Plan (EAP) Update Proposed Submission Draft, following consultations in 2023 and supplementary engagement in summer 2024. The Euston Area Plan report states that the document is being submitted to the government for public examination.
Locally Led Development Corporation for Euston
The Cabinet will also discuss establishing a Locally Led Development Corporation for the Euston area. According to the Future Locally Led Development Corporation for Euston report, this would represent:
a significant change in the governance of the Euston area, and a transfer of powers away from London Borough of Camden (LBC) to enable a cohesive approach to ensuring communities are at the heart of a new approach to delivery at Euston through a Development Corporation.
The report seeks approval for the direction of travel, including the geographical area, governance, powers, and funding of the proposed Development Corporation.
Regent's Park Estate North Redevelopment
The Cabinet is scheduled to discuss the proposed redevelopment of Regent's Park Estate North, specifically the Cartmel, Coniston and Langdale blocks, Harrington Street, Stanhope Parade, Stanhope Street, and the Regent's Park Children's Centre, Augustus St.
The Redevelopment of Regents Park Estate North report explains that a Settlement Agreement (SA) was reached between Camden and HS2 Ltd in 2023, following years of campaigning, to deliver on commitments to residents affected by the HS2 works at Euston. As part of this agreement, Camden Council undertook an Options Appraisal exercise to determine the best long-term future for the blocks.
The report asks the Cabinet to approve the proposal to pursue the Redevelopment Option, Option 4, and endorse the next steps to develop a full business case and Regeneration Strategy.
Cultural Strategy for Camden 2026-2031
The Cabinet is scheduled to consider Camden's Cultural Strategy for 2026-2031. According to the Cultural Strategy 2026-2031 report, the strategy sets out:
a bold vision for cultural development to 2031. It outlines strategic approaches to supporting the cultural sector, grassroots artists, and creative businesses to unlock cultural opportunities that benefit residents and communities.
The report states that the strategy also seeks to protect and strengthen Camden's identity and global reputation as a leading cultural borough, ensuring culture continues to play a central role in the borough's social and economic life.
Temporary Agency Worker Contract
The Cabinet will discuss the proposed procurement approach and contract award for the re-procurement of the Temporary Agency Worker Contract. The Procurement Strategy and Award of Temporary Agency Staffing Services report states that the contract provides temporary staffing via a Neutral Vendor model1. The proposed contract with Matrix SCM also includes the Camden Talent Pool, which enables temporary council roles to be offered directly to residents before being advertised more widely.
The report notes that the current agency contract with Matrix SCM ends in February 2026, and Cabinet approval is required for both the procurement strategy and the contract award.
Civil Parking and Traffic Enforcement Contract
The Cabinet is scheduled to discuss a variation to the council's contract with Marston Holdings Limited for civil parking and traffic enforcement in the borough. The Variation to Civil Parking and Traffic Enforcement Contract report states that the variation increases the overall existing deployed hours, and associated enforcement vehicles / video safety equipment, at an additional average cost of £1.43M per annum. This is due to an expanding volume of policy driven parking restrictions in the borough which require additional enforcement hours.
The report seeks approval to waive Contract Standing Order C3.12 in order to vary the contract.
