Summary
Gloucestershire Council's Cabinet is scheduled to meet on Wednesday 3 December 2025 to discuss the draft budget for 2026/27, the performance and risk monitoring report, and the Holiday Activity and Food Programme. Also on the agenda are contract extensions for household recycling and fostering services, and the future use of Wheatridge Court. Finally, the Cabinet will be considering the development of the Coombe Hill Site.
Draft Budget 2026/27
The Cabinet will be presented with the Draft 2026/27 Budget for Consultation, which includes a consultation document. The council is legally required to set a balanced budget each year1.
Finance, Performance and Risk Monitoring Report
The Cabinet will be presented with the Finance, Performance and Risk Monitoring Report, along with the Performance Scorecard Q2 2025-26 and the Strategic Risk Overview Q2 2025-26. These reports cover the council's financial performance, key performance indicators, and strategic risks.
Coombe Hill Site Development
The Cabinet is scheduled to discuss the development of the Coombe Hill Site, including exempt information. The Coombe Hill site plan and a high level delivery plan are included in the report pack. Appendices to the report pack include information about the Fire Training Centre, the Highways Depot and a Care Home.
Holiday Activity and Food Programme 2026-28
The Cabinet will be presented with information about the Holiday Activity and Food Programme (HAF) 2026-28. The HAF programme provides activities and meals to children during the school holidays. An Equality Impact Assessment for the programme is included in the report pack.
Extension of Household Recycling Centre Contract with Ubico
The Cabinet will be presented with information about the proposed extension of the contract with Ubico, the company that operates the council's Household Recycling Centres2.
Procurement of Minor Frameworks for Servicing, Maintenance, Repair and Capital Works
The Cabinet will be presented with information about the procurement of minor frameworks for servicing, maintenance, repair, and capital works. These frameworks are agreements with contractors to provide these services to the council.
Residential Care for Children and Young People
The Cabinet will be presented with information about purchasing arrangements for the provision of residential care for children and young people looked after, with a decision due by 31 March 2026. An Equality Impact Assessment is included in the report pack.
Extension of South West Fostering Dynamic Purchasing System Agreement
The Cabinet will be presented with information about the extension of the existing South West Fostering Dynamic Purchasing System (DPS) agreement for the provision of foster care for children and young people looked after. A DPS is a type of procurement system that allows new providers to join at any time, as long as they meet the required standards. An Equality Impact Assessment is included in the report pack.
Future Use of Wheatridge Court
The Cabinet will be presented with information about the future use of Wheatridge Court. An Equality Impact Assessment is included in the report pack.
Questions at Cabinet Meetings
The Cabinet will allow up to 30 minutes to answer written questions from councillors or any person living or working in the county, or is affected by the work of the County Council, about any matter which relates to any item on the agenda for this meeting. At the discretion of the Leader of Council, each questioner in attendance at the meeting will be allowed to ask one supplementary question in response to the answer given to their original question. An urgent written question may be asked by a member of the public about any item on the Cabinet agenda for that meeting which the Chairperson considers could not have been reasonably submitted by the deadline for the receipt of written questions, provided they give notice of the question to the Chief Executive by 12 noon the day before the meeting.
