The Cardiff Council was scheduled to meet on Thursday, 27 November 2025, to discuss a range of issues, including the submission of the Replacement Local Development Plan for independent examination, the Treasury Management Mid-Year Report, and a proposed visitor levy. Councillors were also expected to discuss a notice of motion regarding funding from the UK and Welsh governments.

UK Government Funding for Wales

A notice of motion proposed by Cynghorydd Rodney Berman, Leader of the Liberal Democrat Group, and seconded by Councillor Bablin Molik, raised concerns about the level of funding that Cardiff Council receives from the Welsh government, which in turn is dependent on the block grant from the UK government. The motion noted that the funding formula used by the UK government is outdated and fails to ensure that Wales receives a fair level of funding for public services. It also raised concerns about rail infrastructure schemes not devolved to Wales, resulting in Wales not receiving a proportionate share of funding. The council was asked to resolve to write to the UK government outlining these concerns and demanding fairer, needs-based funding for Wales, and also to write to the First Minister urging the Welsh government to make similar representations.

Replacement Local Development Plan

The council was asked to consider a proposal to submit the Deposit Replacement Local Development Plan (RLDP) to the Welsh government for independent examination. The RLDP provides the strategy and policy framework for the development and conservation of the city from 2021 to 2036. The report pack noted that 940 representations were received on the Deposit RLDP from 152 organisations, bodies and individuals. The report pack summarised the main issues emerging from the consultation, including housing growth and strategy, affordable housing, transport, and climate change. The report pack stated that there were no compelling reasons to propose any focused changes to the Deposit RLDP. The report pack also sought delegated powers for the Director of Planning, Transport and Environment, Head of Planning, Operational Manager for Major Development and Placemaking and the Group Leader for Planning Policy to agree potential changes to the Deposit RLDP as part of the independent examination process.

Visitor Levy Consultation

The council was asked to consider a recommendation to approve a consultation on the introduction of a visitor levy to begin on 1 December 2025. The report pack noted that the Visitor Accommodation (Register and Levy) Etc. (Wales) Act 2025 allows councils to introduce an overnight visitor levy to raise funds for local tourism, with the levy paid to the Welsh Revenue Authority. The report pack outlined the requirements of the consultation exercise, including where the council proposes to introduce the levy, an estimate of the amount expected to be raised, how the council intends to use those proceeds, and proposals for membership of the levy partnership forum. The report pack proposed that the levy would be used to support the visitor economy in Wales, with the aim of increasing the number of staying visitors and overall accommodation occupancy through investment into activity that supports and promotes the visitor economy. The report pack also outlined initial governance in the form of the Visitor Levy Partnership Forum, and initial reporting requirements for the use of the levy.

Treasury Management Mid-Year Report

The council was asked to note the Treasury Management Mid-Year Report 2025-26, which informs members of the council's treasury management activities since 1 April 2025, and the position as at 30 September 2025. The report pack noted that the council's treasury management activities are governed by legislation and a code of practice developed by the Chartered Institute of Public Finance and Accountancy (CIPFA). The report pack included details of the economic background to treasury activities, investments, borrowing, and compliance with treasury limits and prudential indicators.

Local Resolution Protocol

The council was asked to approve changes to the Local Resolution Protocol, recommended by the Standards & Ethics Committee, to reflect recommendations made by the Monitoring Officers' Group, following a review carried out by the Public Services Ombudsman for Wales (PSOW) of all the local resolution protocols of principal local authorities across Wales. The report pack noted that the PSOW has carried out a review of the LRP's of each of the principal Local Authorities in Wales, and that the Standards & Ethics Committee approved, by majority vote, various amendments to Cardiff's LRP. A key recommended change was the removal of the local resolution hearing stage and formal sanctions, in accordance with the Monitoring Officers' Group's recommendation.

Appointment of Local Authority Governors

The council was asked to approve new appointments of Local Authority governors to the school governing bodies, as set out in appendix 1, each for a term of 4 years from the date of the appointment.

Appointment of Independent Member

The council was asked to approve the appointment of Stephanie Yung as an independent member of the Standards and Ethics Committee for a term of 6 years, and to approve the reappointment of David Mills for a further consecutive 4 year term of office with effect from 27 January 2026.
