The Policy Review and Performance Scrutiny Committee are scheduled to meet on 10 December 2025 to discuss the mid-year wellbeing assessment for 2025/26, as well as committee business. The main focus of the meeting will be a pre-decision scrutiny of the council's mid-year performance assessment before it is considered by the cabinet. The committee will also review correspondence between the committee and the cabinet from June 2025 to November 2025.

Policy Review and Performance Scrutiny Committee - Wednesday, 12th November, 2025 4.30 pm

The Policy Review and Performance Scrutiny Committee met to discuss the Equality, Diversity, and Inclusion (EDI) Annual Progress Report, a sickness absence update, and the month six budget for 2025/26, with a focus on pre-decision scrutiny. Councillors scrutinised progress against equality objectives, questioned sickness absence management, and examined budget performance and savings targets. The committee agreed to send letters to the relevant cabinet members to request further information on several topics.

The Cardiff Council meeting on 23 October 2025 addressed a range of issues, including the approval of the Local Authority Social Services Annual Report 2024/2025, and the 9th Cardiff Local Development Plan Annual Report. Councillors also discussed the Statement of Accounts 2024/2025, and the Standards and Ethics Annual Report. A key debate emerged around a proposed surcharge for oversized vehicles, framed as an environmental measure but criticised as a regressive tax.

Corporate Risk Register - Mid Year Review 2024/25

The report will inform the Cabinet of the key risks facing the Council. The Cabinet will have last sighted the Corporate Risk Register (CRR) at a Cabinet Meeting in September 2024 (this was the Q4 2023/24 update). Senior officers review the document quarterly and the Cabinet once every 6 months.   Corporate Risk owners are at a Director level, and they each input to the review of this document.

New Housing Partnership Approval

  At the Cabinet Meeting of the 17th November 2022 the Cabinet received a report outlining proposal for a second Cardiff Housing Partnership, it was resolved at that meeting that: •           approval in principle be given to the implementation of a second Cardiff Housing Partnership Programme including the commencement of a procurement exercise to appoint a development partner. •           Approval be given to the list of development sites currently proposed to be included within a second partnership programme and approval that more suitable sites can be added into the programme, subject to complying with financial parameters including viability assessments and working within the HRA Business plan. •           authority be delegated to the Corporate Director for People and Communities in consultation with the Cabinet member for Housing and Communities, to manage all matters relating to the procurement process including agreeing the procurement route, agreeing the parameters and delivery model of a second partnership programme, agreeing the procurement documents, agreeing the evaluation criteria and the evaluation of the bids. •           It be noted that a subsequent report will be presented to Cabinet following the conclusion of the procurement process seeking approval to appoint the preferred Bidder

Co-ordination of School Admission Arrangements 2027/28
