The Culture and Environment Scrutiny Committee of Camden Council was scheduled to discuss the borough's Climate Action Plan for 2026-2030, the annual update on the Camden Transport Strategy, and the annual report from the Cabinet Member for Planning and a Sustainable Camden. The committee was also set to review its work programme for the upcoming year and track actions from previous meetings.
Climate Action Plan 2026-2030
The committee was scheduled to consider the draft Climate Action Plan 2026-2030, which builds upon previous climate strategies. This plan aims to provide a comprehensive response to the climate crisis by focusing on both tackling its causes and building resilience to its impacts. The development of the plan has been informed by extensive public engagement, including a Citizens' Assembly on the climate crisis, with the aim of placing citizens at the heart of policy design and decision-making. The plan is structured around seven priority areas: Enablers, Council operations, Local circular economy, Buildings and retrofit, Empowerment, education and communication, Greening and growing, and Sustainable travel. The report also included the 2023-24 Annual Review of the previous Climate Action Plan 2020-25. Cabinet was recommended to approve the Climate Action Plan 2026-2030.
Camden Transport Strategy Annual Update (2025)
This report provided an update on the progress and challenges in delivering the Camden Transport Strategy (CTS) Delivery Plan for 2025-2028. It summarised the progress made during the calendar year 2025 and highlighted key activities planned for 2026. The report included an assessment of the Council's performance against strategic and local targets set out in the CTS. Key outputs delivered in 2025 included the implementation of new cycle lanes, Healthy School Streets, and Sustainable Urban Drainage Systems. The report also noted areas where progress could be strengthened, such as road safety and public transport usage.
Annual Report of the Cabinet Member for Planning and a Sustainable Camden
The Cabinet Member for Planning and a Sustainable Camden was scheduled to present their annual report for discussion. This report would have detailed the Council's progress on its commitment to a fairer and greener future in Camden. Key areas covered included the Climate Action Plan, air quality initiatives, the management and enhancement of green spaces, transport strategies, environmental services, and planning policy implementation. The report highlighted achievements such as the reduction in borough-wide carbon emissions, the expansion of the Healthy School Streets programme, and the ongoing work on the Camden Transport Strategy.
Culture and Environment Scrutiny Committee Work Programme 2025/26 and Action Tracker
This paper provided an update on the committee's work programme for the 2025/26 municipal year and tracked actions from previous meetings. The provisional work programme included discussions on topics such as advertising boards, the dockless bike hire scheme, the Get Active Programme, and an Insight, Learning & Impact Report. The committee was also invited to consider forthcoming key Cabinet decisions within its remit. An action tracker was included to update on the progress of actions arising from previous meetings.

- Any Other Business: Any other business that the Chair considered urgent would have been discussed.
The meeting was scheduled to conclude with the date of the next meeting being Monday, 12 January 2026.
