The Appointments & Disciplinary Committee of Croydon Council met on Tuesday, 27 January 2026. Croydon Pay Policy Statement 2026-27
A significant portion of the meeting was dedicated to the consideration of the Croydon Pay Policy Statement for the 2026-27 financial year. This statement, required by sections 38 and 39 of the Localism Act 20111, outlines the Council's policies regarding the remuneration of its senior staff, designated Chief Officers, and its lowest-paid employees. It also details the relationship between the pay of Chief Officers and that of other staff. The report pack indicated that the committee was recommended to approve this statement and subsequently recommend its adoption by Full Council.
The Pay Policy Statement aims to ensure that remuneration packages are fair, equitable, and transparent, attracting and retaining high-quality staff. It specifies policies on various aspects of Chief Officer remuneration, including recruitment, pay increases, bonuses, severance payments, and the publication of remuneration information. The statement also defines the Council's approach to the remuneration of its lowest-paid employees, confirming Croydon Council's commitment to being a Real Living Wage2 employer. The report highlighted that the Council's gender pay gap has been sustained at zero percent or below for the past four years, and the Council also monitors and publishes its disability and ethnicity pay gaps.
The document also detailed the Council's approach to severance payments, including redundancy and early retirement schemes, and special severance payments. It outlined the processes for approving such payments, with different thresholds requiring approval from Full Council, the Appointments and Disciplinary Committee, or senior officers. The statement also addressed the remuneration of non-permanent staffing resources, such as consultants and interims, and the Council's adherence to IR35 legislation3 for workers engaged directly.
The report pack included appendices detailing Chief Officer grades4, the pay structure for Chief Officers5, mileage rates for car users6, and the Early Retirement & Redundancy Scheme7.
Outcome of Referrals to Professional Bodies
The committee was also scheduled to receive an update on the outcome of referrals made to relevant professional bodies. These referrals were related to historical financial mismanagement and governance failures within the Council. The report pack indicated that this item would be discussed in two parts, with Part A being presented to the committee and Part B to follow.

The committee was also due to consider and approve the minutes from the previous meeting held on 1 December 2025, for both Part A and Part B of the proceedings.
