The Cabinet of Surrey Council met on Tuesday 27 January 2026 to discuss a range of important issues, including the final budget for 2026-27, the future of primary school places in Reigate, and admission arrangements for the academic year 2027. The meeting also included discussions on the Extra Care Housing Strategy and the Twelve15 service.
Final Budget for 2026-27
A significant portion of the meeting was dedicated to the consideration of the Final Budget 2026-27. This included a review of the detailed revenue budgets for 2026-27, as outlined in Appendix 1 - 26-27 Final Budget Report. The report pack also detailed pressures and efficiencies for the upcoming financial year in Annex A - Pressures Efficiencies 2026-27 - FINAL, alongside the capital programme for 2026-27 in Annex C - Capital Programme 2026-27. Projected earmarked reserves and balances were also presented in Annex D - Projected Earmarked Reserves and Balances.
Future of Primary School Places in Reigate
The meeting was scheduled to discuss the future of primary school places in Reigate. The report, titled Cabinet reportfuture of primary places in Reigate130126, outlined reasons why the school in its current form cannot remain at Priory Park. It also included information on a planning decision in Annex 2 - Planning decision, a letter from RPJS in Annex 3 - Letter from RPJS, and the terms of reference for a working group in Annex 4 - Working Group terms of reference. A summary of the parent carer reference group was also provided in Annex 5 - Summary of parent carer ref group.
Admission Arrangements for 2027
The Cabinet was set to consider the admission arrangements for the academic year 2027. This included a review of the proposed ANNEX 1 - Admission Arrangements 2027, which detailed pupil admission numbers (PANs) and shared sibling priority sites in APPENDIX 1 and 2 - PANs Shared sibling priority sites 2027. The report pack also contained catchment maps for Stamford Green Primary School in Appendix 3 - Stamford Green Primary School catchment map and Walton on the Hill in Appendix 4 - Walton on the Hill catchment. Additionally, the Special Information Form (SIF) for medical/social applicants for 2027 was included in APPENDIX 5 - SIF for medical-social applicants 2027.
Extra Care Housing Strategy
The meeting was scheduled to consider the Extra Care Housing Strategy. This included a report on Part 1 - Affordable Extra Care Housing - 250 Year Lease - January Cabinet 2026.
Twelve15 Service
The future of the Twelve15 service was also on the agenda. A report from the Resources and Performance Scrutiny Committee (RPSC) to the Cabinet Member for Finance regarding the Twelve15 service was presented in the Report of RPSC to Cabinet Member for Finance - Twelve 15 Service final. The Cabinet's response to this report was also available. Further details on the Twelve15 service were provided in the Cabinet Report Twelve15 END January 2026 part 1, including an indicative timeline in Annex 2 Indicative Timeline, FAQs for staff in Annex 3 FAQs for Staff v3, and FAQs for schools in Annex 4 FAQs for Schools v2. An Equality Impact Assessment (EIA) was also included in Annex 5 EIA v2.
Other Discussions
The Cabinet was also scheduled to review decisions taken since the last Cabinet meeting, as detailed in Annex 1 - Decisions taken since the last Cabinet. Additionally, a report on the Children, Families and Lifelong Learning Scrutiny Committee (CFLLC SC) to the January Cabinet concerning SS LCSPR was presented in the Report of CFLLC SC to January Cabinet- SS LCSPR, along with the Cabinet response to LCSPR recommendations. The meeting also included a discussion on the DLGR Update to Cabinet January 2026 and the DLGR NAC January Cabinet Paper v2.0, with an accompanying annex in 202601 NAC January Cabinet Report - Annex. The Cabinet was also to consider the Orbis Services report for January 2026.
The meeting also included a section for Member and Public Questions, with responses to member questions available in 04a - Member Questions and Responses and public questions in 04b - Public Questions. A petition and its response concerning home to school transport for Lightwater to Collingwood was also scheduled for discussion in the Petition and Petition Response- Lightwater to Collingwood home to school transport.
The Cabinet was also scheduled to discuss the Cabinet reportfuture of primary places in Reigate130126, which included Annex 1, detailing why the school in its current form cannot remain at Priory Park.
