The Appointments and Disciplinary Committee of Croydon Council met on Wednesday, 11 March 2026, to approve salary packages and the selection process for two key director roles: Director of Culture and Community Safety, and Director of Streets and Environment. The committee agreed to proceed with the recruitment for both positions, with further discussions on candidate selection to take place in a private session.
Appointment of Director of Culture and Community Safety
The committee agreed to the salary package for the Director of Culture and Community Safety role, setting it at Director Grade 2, with a salary range of £118,680 to £123,390. This figure includes the 3.2% national pay award applicable from 1 April 2025. The role, which was previously held by Kristian Aspinall, has been temporarily covered by Heads of Service. Dean Shoesmith, Chief People Officer, highlighted the importance of this public-facing role in stabilising leadership within the Sustainable Communities Directorate. The committee resolved to undertake the selection process and agree an appointment from the candidates detailed in the exempt Part B appendix. Any appointment will be subject to the council's Staff Employment Procedure Rules.
Appointment of Director of Streets and Environment
Similarly, the committee agreed the salary package for the Director of Streets and Environment. This position will be at Director Grade 3, with a salary range of £129,900 to £135,064, also incorporating the 3.2% national pay award effective from 1 April 2025. Dean Shoesmith explained that this is another crucial front-facing director role, currently covered on an interim basis by Mark Baignant. Permanent recruitment is deemed necessary to provide continuity of leadership within the directorate. The committee resolved to proceed with the selection process and agree an appointment from the candidates detailed in the exempt Part B appendix, with appointments also subject to the council's Staff Employment Procedure Rules.
Following these discussions, the committee moved to exclude the press and public from the remainder of the meeting to discuss exempt information related to candidate selection for both director roles, as well as other Part B agenda items.
