The Kingston and North Kingston Neighbourhood Committee was scheduled to discuss community grants, traffic management on Coombe Lane West, and the extension of a Public Spaces Protection Order for Eagle Brewery Wharf. The committee was also set to review highway maintenance estimates for the Coombe Estate.
Community Grants Programme
The committee was scheduled to consider applications for Neighbourhood Community Grants (NCGs). The total available fund for the 2024/25 period was £24,760.47, with £19,225.00 already committed, leaving a balance of £5,535.47. Two applications were to be reviewed:
- Friends of Anstee Bridge - Mapping Minds: This project requested £3,000 to run creative workshops for young people aged 14-18 who have disengaged from mainstream education. The workshops would involve exploring local green spaces and storytelling, culminating in the creation of postcards highlighting walking routes in Kingston town centre designed to promote positive mental health. The project aimed to rebuild confidence, reduce social isolation, and encourage ownership of the local environment.
- CKC Cares CIC - Shaping Safer Digital Spaces for Kingston Youth: This application sought £2,500 for an E-AMP Leadership Certification and
Coaching Pods
programme for 20 young people aged 18-26. The programme would focus on empathy, adaptability, mindfulness, trauma-informed resilience, and digital well-being, aiming to build leadership capacity and digital resilience.
Coombe Lane West Zebra Crossing - Local Consultation Results
The committee was scheduled to consider the results of a public consultation regarding the introduction of a zebra crossing on Coombe Lane West, specifically outside house numbers 54/56. The proposal aimed to address feedback from local residents requesting an improved road crossing and support the council's initiative to encourage walking to school. The consultation, which ran from 30 September to 28 October 2025, involved 82 residents, with 50 responding. Of those who responded, 60% supported the introduction of the zebra crossing, while 36% were against it. The report noted that six collisions, including two serious and four slight injuries, had occurred on Coombe Lane West in the five years prior to the consultation.
Arguments against the proposed crossing included concerns about traffic congestion, pollution, safety hazards near driveways due to zig-zag markings, site suitability due to regular flooding, and a perceived lack of need given existing informal crossing points and a traffic-light controlled crossing nearby. Arguments in support highlighted enhanced safety for vulnerable users and the potential for traffic calming. The report recommended noting the consultation results and approving the scheme for implementation.
Proposed Extension of the Public Spaces Protection Order for Eagle Brewery Wharf
The committee was asked to consider the outcomes of a consultation and approve a proposal to extend the Royal Borough of Kingston upon Thames (Eagle Brewery Wharf) Public Spaces Protection Order (PSPO) 2020 for a further three years, effective from 7 September 2026. The PSPO was initially introduced in September 2020 in response to public concerns about unlawful activity and nuisance in the Eagle Brewery Wharf area. The order has been extended once previously, in September 2023.
The consultation, which ran from 8 January to 19 February 2026, involved 23 participants. The report indicated strong support for extending the order, with 87% (20 people) wanting it extended for another three years. The current restrictions within the PSPO prohibit noise from loudspeakers, public consumption of alcohol, public consumption of psychoactive substances, unauthorised obstruction of the rear of 38-46 High Street, urination and defecation, and general anti-social behaviour within the defined restricted area. The report noted that while reported incidents had reduced since the 2023 extension, ASB remained persistent and had a detrimental effect on the quality of life for residents and businesses.
Coombe Estate Highway Maintenance Estimates 2026/27
The committee was scheduled to review the highway maintenance estimates for the Coombe Estate for the 2026/27 period. This was to comply with the Maldens and Coombe Urban District Council Act 1933, which requires the council to determine the level of maintenance for the Coombe Estate and recover costs. The estimate covers routine works, ad hoc repairs, planned works, and access management, with a provision for a reserve fund not exceeding 10% of total expenditure. The proposed total estimate for 2026/27 was £151,635. Discussions were to take place with representatives of the Malden and Coombe Residents' Association regarding the budget estimates.
