The Delegated Decisions by Cabinet Member for Transport Management meeting of Oxfordshire Council, scheduled for Thursday 23 April 2026, was set to discuss a range of transport and infrastructure proposals across the county. Wallingford Area Local Cycling and Walking Infrastructure Plan (LCWIP)
The meeting was scheduled to consider the Wallingford Area Local Cycling and Walking Infrastructure Plan (LCWIP) CMDTM23042026 - Wallingford LCWIP.pdf. This plan outlines a strategic approach to identifying and improving cycling and walking infrastructure in Wallingford and its surrounding villages, including Crowmarsh Gifford, Benson, Ewelme, Shillingford, Warborough, Cholsey, and Brightwell-cum-Sotwell. The LCWIP aims to support the delivery of Oxfordshire County Council's Local Transport and Connectivity Plan (LTCP) policies, which prioritise walking and cycling, and to develop comprehensive walking and cycling networks. The plan identifies a network of routes and sets out proposals for improvements over a ten-year period to encourage a modal shift from private vehicles to walking, wheeling, and cycling. The Cabinet Member was recommended to approve the Wallingford Area LCWIP.
A4130, Steventon Lights - Proposed Traffic Management Measures
Proposals for traffic management measures on the A4130, west of the A34 Milton Interchange, and on B4017 Steventon Hill were scheduled for discussion. These included the introduction of 30mph speed limits on sections of the A4130 and B4017, the creation of bus lanes on the A3130 eastbound carriageway, and 'No U-Turn' restrictions for westbound traffic on the A4130 at its signalised junctions with Trenchard Avenue and the B4017 Steventon Hill. These measures were proposed to enhance road safety and improve public transport. The Cabinet Member was recommended to approve these measures as advertised.
Copenhagen Drive, Abingdon - Proposed Toucan Crossing and Shared Use Path
The meeting was set to consider proposals for Copenhagen Drive in Abingdon, as part of a section 278 agreement for a nearby development. The proposals included the introduction of a new Toucan crossing west of the roundabout junction of Wootton Road, and the conversion of an existing segregated foot and cycleway south of the proposed Toucan crossing to shared use. The Cabinet Member was recommended to approve these measures as advertised.
Proposed Bus Stops - Ladygrove, Didcot
The introduction of two new bus stop clearways on Lady Grove in Didcot was scheduled for consideration. These would include a 'No stopping except local buses' restriction. The bus stop provision was agreed as part of an outline planning application, with final locations determined during the S278 technical approval process. The Cabinet Member was recommended to approve the introduction of these bus stop clearways as advertised.
Proposed Puffin Crossing - A329 Reading Road, Cholsey
Proposals for a new signalised crossing on the A329 Reading Road in Cholsey, at the junction with Ferry Lane, were to be discussed. This Puffin crossing is intended to improve road safety by providing a safer crossing point for pedestrians. The Cabinet Member was recommended to approve the introduction of this Puffin crossing as advertised.
Proposed Disabled Persons Parking Places (DPPPs) - Cherwell and West Oxfordshire (Autumn 2025)
A key item on the agenda was the consideration of proposed Disabled Persons Parking Places (DPPPs) in various locations across the Cherwell and West Oxfordshire districts. This included approving the introduction of new DPPP's at numerous addresses, approving the removal of existing DPPP's at other locations, approving the formalisation of one DPPP, deferring a decision on DPPP's on Portway, Banbury for further investigation, and not approving the removal of a DPPP on Edmunds Road, Banbury. These proposals were made in response to requests from residents requiring dedicated disabled bays. The Cabinet Member was recommended to approve, remove, formalise, defer, or not approve these proposals as detailed in the recommendations.
Forest Hill, Shotover, Old Road: Proposed 20mph Speed Limit Extension
The meeting was scheduled to consider the extension of the existing 20mph speed limit on Old Road in Forest Hill. This forms part of Phase 3 of the Countywide 20mph Speed Limit project. The Cabinet Member was recommended to approve the extension of the 20mph speed limit as advertised.
Proposed 20mph Speed Limits - Brightwell Baldwin
Proposals for the introduction of a 20mph speed limit within Brightwell Baldwin and Brightwell Upperton were to be discussed. This is part of the Vision Zero project aimed at improving road safety. The Cabinet Member was recommended to approve the introduction of this 20mph speed limit as advertised.
Proposed 20mph Speed Limit Extension - Land South of Green Lane, Chesterton
Finally, the meeting was scheduled to consider the extension of the existing 20mph speed limit on land south of Green Lane, Chesterton. This extension is required as part of a development. The Cabinet Member was recommended to approve this extension as advertised.
The meeting also included standard agenda items such as declarations of interest, questions from County Councillors, and petitions and public address. The minutes of the previous meeting held on 26 March 2026 were also scheduled for confirmation.
