The Appointments & Disciplinary Committee of Croydon Council met on Tuesday 24 March 2026. The meeting focused on interviews for senior positions within the council, specifically the Director of Streets and Environment and the Director of Culture and Community Safety. The majority of the meeting was held in private to allow for these interviews.
Director of Streets and Environment Interviews
The committee held interviews for the position of Director of Streets and Environment. The role, previously covered on an interim basis by Mark Baignant, requires permanent recruitment to ensure leadership continuity within the Directorate. The salary package for this Grade 3 position was agreed at £129,900 - £135,064, reflecting a 3.2% national pay award effective from 1 April 2025. The committee resolved to undertake the selection process and agree an appointment from the candidates detailed in the exempt Part B appendix of the report. Any appointment is subject to the Council's Constitution (Staff Employment Procedure Rules).1
Director of Culture and Community Safety Interviews
Interviews were also conducted for the role of Director of Culture and Community Safety. This position was previously held by Kristian Aspinall and is currently being covered by Heads of Service. The committee agreed the salary package for this Director Grade 2 post at £118,680 - £123,390, which includes the 3.2% national pay award applicable from 1 April 2025. Similar to the Director of Streets and Environment role, the committee resolved to proceed with the selection process and agree an appointment from the candidates listed in the exempt Part B appendix, with any appointment being subject to the Council's Staff Employment Procedure Rules.
