The Remuneration Sub-Committee (Appraisals) of Oxfordshire Council met on Tuesday 31 March 2026. The meeting was held in private to consider an exempt report, with the public excluded from proceedings. The minutes of the previous meeting held on 14 August 2025 were approved.

Chief Executive Mid-Point Appraisal Review

The primary purpose of the meeting was to consider a report concerning the mid-point appraisal review of the Chief Executive, Martin Reeves. The Sub-Committee resolved to exclude the public from this discussion, as the information contained within the report was deemed exempt under Schedule 12A of the Local Government Act 1972, relating to information about a particular individual. The public interest in maintaining the confidentiality of this information was considered to outweigh the public interest in its disclosure. The appraisal was conducted in private.

The meeting was attended by Councillor Liz Leffman (Leader of the Council), who chaired the meeting, and Councillor Neil Fawcett (Deputy Leader of the Council and Cabinet Member for Resources), who served as Deputy Chair. Other voting members present were Councillor Liz Brighouse OBE, Councillor Andy Graham, and Councillor James Robertshaw. Councillor Gareth Epps was unable to attend in person but participated online. Ruth Adams from South East Employers was present by invitation. Colm Ó Caomhánaigh, Democratic Services Manager, also attended.

The minutes of the previous meeting held on 14 August 2025 were approved and signed as an accurate record of the proceedings. The Sub-Committee also noted that there were no declarations of interest made by members.
