The Council of Tower Hamlets convened for its Annual General Meeting, electing Councillor Musthak Ahmed as the new Speaker and Councillor Iqbal Hossain as Deputy Speaker. Key decisions included the approval of the Members' Allowances Scheme for 2026-27, which will see an increase in allowances, and the adoption of the Council's Constitution for the upcoming year.
Election of Speaker and Deputy Speaker
The meeting began with the election of the Speaker of the Council for the 2026-27 municipal year. Councillor Musthak Ahmed was proposed by Councillor Mayim Talukdar and seconded by Councillor Kabir Ahmed. Following a vote, Councillor Musthak Ahmed was declared duly elected. Subsequently, Councillor Iqbal Hossain was elected as the Deputy Speaker, nominated by Councillor Mayim Talukdar and seconded by Councillor Kubra Rahman.
Committee Appointments and Proportionality
A significant portion of the meeting was dedicated to establishing the Council's governance arrangements for the forthcoming year. This included agreeing the proportionality of seats on various committees, ensuring representation from different political groups in line with election results. The Aspire Group, with 33 councillors, secured the majority of seats on committees, while the Green and Labour Groups, each with five councillors, were allocated nine seats each. Three seats were available for ungrouped councillors.
Following the agreement on proportionality, the Council proceeded to appoint members and substitute members to committees and sub-committees for 2026-27, as detailed in Appendix 1 of the reports pack. The appointments included the Audit Committee, Development Committee, Strategic Development Committee, General Purposes Committee, Human Resources Committee, Licensing Committee, Overview and Scrutiny Committee, Pensions Committee, and Standards Advisory Committee. The Council also appointed Chairs to most of these committees, with the exception of the Standards Advisory Committee and the Audit Committee, which are chaired by co-opted external members.
Members' Allowances Scheme
The Council approved the Members' Allowances Scheme for 2026-27, which includes an increase in allowances. Deputy Mayor Councillor Mayim Talukdar introduced the report, highlighting that allowances had been frozen for four years and that the proposed increase aimed to address concerns that lower allowances could discourage working-class residents from standing for election. Councillor Kabir Ahmed, seconding the report, pointed to disparities between Tower Hamlets' allowances and those in comparable boroughs like Newham and Hackney, noting that the independent remuneration panel had identified the council as lagging behind. Councillor David Edgar, however, raised concerns about the scale of the proposed increases, citing figures of 35% to 70% for some allowances, and the creation of two new 'ambassador' paid positions, which he felt were unnecessary. Despite these concerns, the recommendation to approve the scheme was carried.
Council Constitution and Procedural Matters
The Council adopted its Constitution for the 2026-27 year. This included noting updates and amendments agreed throughout the year and approving changes to the Committee Procedure Rules, specifically setting a deadline of noon the day before a meeting for public speaking requests and clarifying the process for adding 'Any Other Urgent Business' items to the agenda. A significant addition to the Constitution was a note regarding government intervention, outlining the powers held in reserve by Envoys appointed by the Secretary of State for Housing, Communities and Local Government, which will apply until March 2028.
The Council also noted the report on the use of special urgency provisions for 2025-26, which detailed instances where decisions were taken with less than the standard notice period due to urgent circumstances. These included the purchase of affordable housing units at Byron Street, a decision related to Housing Benefit Subsidy Income from temporary accommodation properties, and a leasing arrangement for temporary accommodation. Decisions exempt from the standard call-in procedure due to urgency were also noted, such as the purchase of affordable housing units at Byron Street, the leasing arrangement for Luke House, and the JP Morgan Chase Canary Wharf Development and Memorandum of Understanding.
Appointment of Political Advisors
The Council voted to approve the appointment of political advisors. An amendment proposed by Councillor Abdullah to appoint a full-time political advisor to the Green and Labour parties (0.5 FTE each) was defeated. The recommendation to approve the appointment of political advisors to the three groups of the council (Aspire Group receiving one full-time equivalent, and the Green and Labour Groups each receiving 0.5 FTE) was carried.
Other Business
The meeting also included procedural matters such as the confirmation of minutes from the previous meeting, apologies for absence, and declarations of interest. The Chief Executive, Stephen Halsey, provided announcements, welcoming interim senior leadership appointments and highlighting the council's progress on its improvement journey. He also acknowledged the professionalism and resilience of staff in delivering elections under increased scrutiny. The Mayor, Lutfur Rahman, presented his report, which was briefly responded to by the Opposition Group Leader, Councillor Sirajul Islam.
The meeting concluded with an administrative Human Resources Committee meeting to establish sub-committees for the year.
