The Licensing Sub Committee is scheduled to consider two applications for premises licences. These include a variation to extend the operating hours of a KFC restaurant and a new licence for a Nisa convenience store.
KFC Variation Application
The committee will consider an application to vary the premises licence for KFC, located at 479-481 High Road, Tottenham, London, N17 6QA. The application, submitted by FT FOODS LTD, seeks to extend the hours for late-night refreshment from 23:00 to 04:00 every day, and to amend the opening hours to 10:00 to 04:00 every day.
Representations have been received from the Metropolitan Police and a similar business, Dixy Chicken, raising concerns about the prevention of crime and disorder and public nuisance. The police object to the requested terminal hour of 04:00 daily, noting that the area is already a police hotspot for drug offences and violence against the person. They state that the proposed extension of hours could exacerbate anti-social behaviour and that the current proposed conditions regarding door staff are vague, subjective, and unenforceable.

Dixy Chicken has also objected, stating there is no need for this extension
due to the number of similar businesses already operating during these hours. They express concerns about increased public nuisance, loitering, potential for crime and disorder, and noise pollution.
The report pack includes the existing premises licence for KFC, which currently permits late-night refreshment until midnight on Saturdays and 23:00 on Sundays, with no supply of alcohol permitted. The application documents can be found in the KFC Report and Application KFC.
Nisa New Premises Licence Application
The committee will also consider an application for a new premises licence at Nisa, Moselle Retail Unit, Broadwater Farm, Tottenham, London, N17 6HE. The application, submitted by LA FOODS UK LTD, seeks permission for the sale of alcohol from 07:00 to 23:00, Monday to Sunday, for consumption off the premises. The proposed opening hours for the public are also 07:00 to 23:00 daily. Tabrez Hussain is proposed as the designated premises supervisor.
Representations have been received from Haringey Public Health and the Metropolitan Police. Public Health has expressed concerns regarding public safety and the protection of children from harm, particularly given the premises' location within the Broadwater Farm Estate, a densely populated residential area with numerous schools, care homes, and a drug and alcohol misuse service nearby. They recommend reducing the overall opening hours or restricting alcohol sales hours to between 09:00 and 23:00.
The Metropolitan Police have agreed with the requested timings for the sale of alcohol and opening hours. However, they have requested that specific conditions be added to the operating schedule concerning CCTV, staff training, the storage of spirits, emergency exits, litter control, and the operation of the 'Challenge 25' scheme. The police have indicated they would withdraw their representations if these conditions are agreed upon.
