The Overview & Scrutiny Committee of Tower Hamlets Council is scheduled to meet on Monday, 23 March 2026. The meeting's agenda includes a review of the council's strategic delivery performance and budget monitoring for the third quarter of the 2025-26 financial year. The committee will also receive an update from the Chief Executive and consider upcoming Cabinet papers.
Chief Executive Spotlight
The committee is scheduled to receive an update from Steven Halsey, the Chief Executive of Tower Hamlets Council. This session is intended to provide an overview of the Chief Executive's work and allow committee members to offer any further thoughts, questions, or comments on the update.
Q3 Strategic Delivery Performance Report 2025-26
A significant item on the agenda is the Q3 Strategic Delivery Performance Report for 2025-26. This report, covering the period from 1 October 2025 to 31 December 2025, will provide Cabinet with a quarterly monitoring update on the Annual Delivery Plan. It aims to offer a clear understanding of the council's current performance against its strategic objectives, with 60 performance indicators reported across seven categories. The report details that 26 measures met or exceeded their targets (Green), six were between target and minimum target (Amber), and seven were below target (Red). Additionally, 11 measures are reported as data only,
meaning they are collected but not currently measured against specific targets. The report highlights that the council's Strategic Plan 2022-26 is built around eight corporate priorities, including Tackling the Cost of Living, Homes for the Future, Accelerating Education, Boosting Culture, Business, Jobs and Leisure, Investing in Public Services, Empowering Communities and Fighting Crime, A Clean and Green Future, and A Council that Listens and Works for Everyone.
Q3 Budget Monitoring 2025-26
The committee is also scheduled to consider the Q3 Budget Monitoring report for the 2025-26 financial year. This report will provide an update on the council's financial performance during the third quarter.
Pre-Decision Scrutiny of Unrestricted Cabinet Papers
The committee will review the agenda for the Cabinet meeting scheduled for 24 March 2026. This pre-decision scrutiny will allow the Overview & Scrutiny Committee to formulate questions and comments on the unrestricted papers that will be considered by Cabinet.
Forthcoming Decisions
Members will review forthcoming decisions expected to be taken by the Mayor from the Executive Forward Plan. The aim is to identify any areas that may require further scrutiny by the committee.
Scrutiny Leads Updates
The committee will hear updates from the Overview and Scrutiny Leads regarding their ongoing work across various council services.
The meeting will also include standard procedural items such as receiving apologies for absence and declarations of interest, as well as confirming the minutes of the previous meeting. The committee's quorum is three voting members. The meeting is scheduled to be broadcast live on the council's website.
