Councillor Lesley Heap, Chair of the New and Old Malden Neighbourhood Committee, was scheduled to chair the meeting. The meeting was scheduled to be filmed for broadcast on the council's YouTube channel.

The Health Overview and Scrutiny Panel were scheduled to meet to discuss questions from the public, and to receive an update on the Mental Health Act. The panel were also scheduled to discuss a report on the support available to carers in Kingston.
