The Harrow Council Licensing Panel met to consider an application for a new premises licence for Deluxe Off-Licence & Pan Parlour, located at 2 Village Way East, Harrow. The panel heard representations from the Metropolitan Police and the licensing authority, who objected to the application in its original form. The decision was deferred and will be sent to all parties in writing within five working days.

Performance and Finance Scrutiny Sub-Committee - Tuesday 29 July 2025 6.30 pm

The Performance and Finance Scrutiny Sub-Committee met on Tuesday 29 July 2025, to discuss the Revenue and Capital Monitoring Final Outturn Report for 2024-25, and the Strategic Performance Report for Quarter Four of the same year, and to set targets for the coming years. The sub-committee noted the 2024-25 financial outturn position, and considered the Strategic Performance Report, including proposed indicators and targets for 2025-26 to 2027-28.

(Special), Overview and Scrutiny Committee - Tuesday 8 July 2025 7.00 pm

The Overview and Scrutiny Committee met for a Q&A session with Councillor Paul Osborn, Leader of the Council, and the Managing Director, to discuss improvements and challenges across the borough. Topics discussed included the council's financial status, street cleaning, road maintenance, and issues related to special educational needs and disabilities (SEND). The committee requested a report on the council's organisation development and workplace strategy for a future meeting.

(Special - ILACS Report), Overview and Scrutiny Committee - Tuesday 8 July 2025 6.30 pm

The Overview and Scrutiny Committee met to discuss the council's response to a recent [Inspection of Local Authority Children's Services (ILACS)][^1] report, which rated Harrow Council's children's services as 'inadequate' overall, despite awarding 'good' ratings to two of the four judgement categories. The committee noted the report and discussed actions being taken to improve the service, particularly for care leavers.
