The Council meeting on 27 November 2025 saw significant debate on national economic policy, with a motion condemning the Labour government's budget ultimately passed. Councillors also debated and voted on motions concerning the closure of police front desks and the Mayor of London's planning powers.
Motion Condemning the Labour Government's Budget
The Council debated and passed a motion condemning the Labour government's budget, with particular criticism directed at the proposed mansion tax.
Councillor Paul Osborn, Leader of the Council, argued that the budget was disastrous
and that the mansion tax was an attack on London
that would unfairly penalise residents whose property values had increased. He stated, this is not an attack on mansions it's an attack on people who happen to live in London whose property prices have gone up more than other parts of the country.
Councillor Marilyn Ashton, Deputy Leader of the Council, echoed these sentiments, quoting the Leader of the Opposition to highlight perceived government dishonesty and incompetence.
Conversely, Councillor David Perry, Leader of the Labour Group, defended the budget, highlighting its positive aspects such as measures to lift children out of poverty, support for families with energy bills, and freezing of fares and prescriptions. He accused the opposition of playing politics and misrepresenting the budget's impact. Councillor Stephen Hickman also spoke in favour of the budget, describing it as progressive
and a budget of fairness.
The debate was extensive, with numerous councillors from both sides contributing. Ultimately, the motion to condemn the budget was passed.
Motion Opposing the Closure of Pinner Police Station's Volunteer-Led Front Desk
A motion opposing the planned closure of the Pinner Police Station's volunteer-led front desk was debated and passed. Councillor Paul Osborn moved the motion, expressing disappointment at the lack of consultation with volunteers and local councillors. He argued that the closure would reduce police visibility and erode public trust. Councillor Marilyn Ashton seconded the motion, emphasizing the importance of community policing and the volunteers' dedication.
An amendment proposed by Councillor David Perry sought to unite the council in opposing all front desk closures, including that at South Harrow. While acknowledging the amendment's intent, the substantive motion was ultimately passed, with the council resolving to thank the Pinner volunteers and express dismay at the closure.
Motion Condemning the Mayor of London's Planning Power Grab
The Council debated and passed a motion condemning the Mayor of London's proposed planning power grab. Councillor Marilyn Ashton moved the motion, arguing that the government's plans would further centralise power with the Mayor, despite his perceived failures in housing delivery. She stated that the proposed changes would mean taking more power from local councils as well as adding more bureaucracy to development.
Councillor Christopher Baxter seconded the motion, highlighting concerns about the impact on local infrastructure funding and the risk to green belt land. The motion resolved to formally oppose the Mayor's power grab and reaffirm the Council's commitment to protecting Harrow's green belt.
Other Business
The Council also received and noted an information report on the use of the urgency procedure by the Executive. Additionally, the Pension Board Annual Report 2024/25 was presented and endorsed. The Council also agreed to a constitution update, which included amendments to the terms of reference for the West London Economic Prosperity Board, Executive Procedure Rules, and Council Procedure Rules.
The meeting concluded with the Mayor wishing everyone a happy Christmas and a prosperous New Year.
