ESPO Management Committee - Wednesday, 26 November 2025 10.30 am

The ESPO Management Committee was scheduled to meet to discuss the 2024/25 financial statements, an update from the Chief Officer, and an overview of ESPO's energy offering. Also on the agenda were ESPO's digital marketing and approach to search engine optimisation (SEO). Much of the meeting was expected to be held without press or public present, due to the discussion of commercially sensitive information.

(Special Meeting), Cabinet - Tuesday, 25 November 2025 2.00 pm

The Leicestershire County Council Cabinet met to discuss and approve the business case for local government reorganisation (LGR) in Leicestershire and Rutland, with the aim of streamlining local government and delivering savings. The Cabinet voted to approve the business case for submission to the government by the deadline of 28 November 2025. They also authorised the Chief Executive, following consultation with the Leader, the Director of Corporate Resources and Director of Law and Governance, to make any necessary amendments to the business case before it is submitted to the Government, provided that these do not change the underlying principles of the business case as presented in the report.

Constitution Committee - Monday, 24 November 2025 10.00 am

The Constitution Committee convened to review the Annual Governance Statement (AGS) and the Constitution, recommending approval for both with a minor amendment to the latter. The 2024-25 AGS was approved, and the Director of Corporate Resources was authorised to make necessary updates aligning with the finalised Statement of Accounts and Pension Fund, with changes reported to the Corporate Governance Committee and the Leader. Proposed changes to the Constitution were recommended for approval by the County Council, pending a change to Article 6.06.

Cabinet - Tuesday, 18 November 2025 2.00 pm

The Leicestershire County Council Cabinet met on 18 November 2025, and agreed to consult on a draft School Places Strategy for 2026-2031, decided against a funding transfer from the Schools Block to the High Needs Block of the Dedicated Schools Grant for 2026/27, and approved the council's response to the Hinckley and Bosworth Borough Council Regulation 18 Local Plan consultation. The Cabinet also noted the Annual Delivery Report and Performance Compendium for 2025, and the Annual Report of the Traded Services Strategy.

(Extraordinary meeting), County Council - Wednesday, 12 November 2025 2.00 pm

The Leicestershire County Council convened an extraordinary meeting to address the critical matter of local government reorganisation (LGR). The primary focus was to allow the County Council to comment on the proposals for LGR, with a supplementary report containing a draft Business Case also provided. Councillors were also expected to discuss the comments of the Scrutiny Commission on the proposals.
