Climate Action, Environment and Highways Policy and Scrutiny Committee - Thursday 25th September, 2025 6.30 pm

The Climate Action, Environment and Highways Policy and Scrutiny Committee met to discuss the impact of the parking fee structure review, and the work and management of the City Inspectors, including the street-based intervention team. The committee recommended that the council consider expanding the current bands listed for pay to parking, give additional thought to how it can make parking easy and affordable for tradespeople, increase outreach with businesses that interact with the city inspectors, arrange neighbourhood coordination meetings outside of traditional working hours, engage with the Football Association to work towards an agreement whereby clubs would contribute to the cost of cleanup for mass fan gathering events, promote the positive contributions of city inspectors, and ensure ward councillors are adequately informed with regards to incidents that might emerge in their ward. The committee also reviewed and approved the committee work programme for forthcoming meetings.

The Vulnerable Adults, Health and Communities Policy and Scrutiny Committee met to discuss the Community Priorities Programme and grants, the Community Hubs Programme, and to shape the committee's work programme for the 2025-2026 municipal year. The committee reviewed the investment in community grants, their allocation, and the second year of delivery of the Community Priorities Programme. They also reviewed the delivery of the Community Hubs Programme.

Licensing Committee - Wednesday 17th September, 2025 6.30 pm

The Licensing Committee met to discuss the Westminster After Dark consultation, and to review recent licensing appeals. The committee noted the findings of the Westminster After Dark consultation, and also noted the update on licensing appeals. The committee also approved the minutes from the previous meeting held on 11 June 2025.

Council - Wednesday 10th September, 2025 7.00 pm

The City of Westminster Council met on 10 September 2025, and began by electing Councillor Hamza Taouzzale as Relief Chair for the meeting. Councillors then heard questions from the public on topics ranging from policing to street lighting, and debated issues including pedestrianisation of Oxford Street, homelessness, and street cleaning. The council also received and noted the Annual Report of Policy and Scrutiny Activity in 2024/25 and the Annual Report of the Audit and Performance Committee 2024/25.

The Licensing Sub-Committee (3) of Westminster Council scheduled a meeting to address three premises licence applications. Councillor Robert Eagleton, Deputy Cabinet Member - Housing, was scheduled to chair the meeting, with Councillor Tim Mitchell and Councillor Hamza Taouzzale also in attendance. The sub-committee was expected to consider each application in light of Westminster's statement of Licensing Policy, effective from October 2021, and guidance issued by the Secretary of State under Section 182 of the Licensing Act 2003[^2].
