The West of England Combined Authority Committee and West of England Joint Committee met on Friday 23 October 2026. Future Places Fund

The West of England Combined Authority Committee approved the business case and investment strategy for the Future Places Fund on 23 October 2026. Authority was delegated to the MCA's Director of Place, in consultation with the Section 73 Officer, to appoint a Fund Adviser and make investment decisions. The committee also approved in principle borrowing of up to £65m to capitalise the fund and approved the draft Terms of Reference for the Future Places Fund Investment Board.

Joint Committee Budget Forecast 2026/27

The West of England Joint Committee noted the revenue and capital forecasts. It approved £2m from the Economic Development Fund to Bristol City Council for Bristol Temple Quarter Limited Liability Partnership Resources and £1m from the Revolving Infrastructure Fund to extend the Invest Bristol and Bath service until March 2028. The committee also delegated approval of certain transport scheme funding applications to the Executive Director of Transport, and noted the receipt of £17.2m of social housing fund wave 3 funding, agreeing to delegate allocation and grant-making for wider geography environmental projects to the Director of Delivery and Operations.

The West of England Combined Authority Committee approved the Adult Skills Strategic Commissioning Plan 2027/28 to 2035/36 on 23 October 2026. The committee endorsed the proposed strategic direction, outcomes-led approach, and three commissioning priorities. They agreed to delegate devolved Adult Skills funding management for three years to the West of England Director of Delivery and Operations, in consultation with Unitary Authority directors, and mandated annual progress reports to the Mayoral Combined Authority.
