Cardiff Council's Cabinet is scheduled to convene on Thursday, 19 March 2026, with a packed agenda covering a range of significant local issues. Key discussions are expected to include the proposed renewal of the Business Improvement District (BID) for the city centre and Cardiff Bay, alongside plans for a new green crematorium and wake facility. The Cabinet will also consider the Housing Revenue Account Business Plan for 2026-27 and a new Tenant Engagement Strategy for 2026-2030, as well as proposals for recladding works at Beech House and Sycamore House. Further topics on the agenda include the procurement of an Enterprise Resource Planning (ERP) system, the development of the Ely Youth Zone, and the potential introduction of a visitor levy. Additionally, the Cabinet will review the draft school admission arrangements for 2027/28 and a variation to the 2026/27 arrangements for St Mellons Church in Wales Voluntary Controlled Primary School. The meeting will also address the delivery of the Path to 70% plan to improve recycling performance, including changes to absorbent hygiene product collections and the introduction of a soft plastic collection service. Finally, an update on the International Sports Village project and the proposed Core Office strategy will be presented.

Council Tax Base

Section 33 of the Local Government Act 1992 requires each billing authority to calculate the Council Tax Base each year. The Local Authorities (Calculation of Council Tax Base)(Wales) Regulations 1995, as amended, contain rules for this calculation, which in essence, are as follows: a)      Determine the number of chargeable dwellings in each valuation band, taking account of exemptions and anticipated changes during the year. b)      Adjust the numbers in each band to take account of the disablement reductions. c)      Allow for discounts in respect of disregarded individuals and those occupied by one person only. d)      Adjust for premiums on long term empty properties and second homes e)      Weight the adjusted total for each band to equate it to band D. f) Repeat the calculation for each of the six Community Councils that issue precepts.

At a Cabinet meeting held on 23rd May 2024, recommendations to, in principle, protect eleven parks and green spaces by entering into Deeds of Dedication with Fields In Trust, and carry out a stakeholder engagement exercise, from which the outcomes be reported back to Cabinet for a final decision were approved.

Cardiff Council Annual Complaints and Compliments Report 2023 - 24

The annual complaints report for the Council provides the total number of complaints and compliments received by the Authority each financial year.     This includes information on the volumes received by each service area with narrative provided on trend analysis, explaining any increase or decrease from the previous year. Improvements made by the Council as a result of customer feedback is also considered and documented.    Additional information is provided on complaints that have been escalated to the Public Ombudsman for Wales including data such as the number of complaints being upheld.
