The Council of Newham Council approved two motions, one regarding the establishment of a special task force to examine the causes of and possible solutions to the borough's temporary accommodation crisis, and one in support of the Labour government's national house building agenda. A motion calling on the council to adopt a number of policies advocated by the Green Party, including ending right to buy, introducing rent controls, and reforming council tax, was defeated.

Pensions Committee - Wednesday 16th October 2024 6.30 p.m.

The committee heard a presentation from Dr Barry McKay from Fathom Financial Consulting[^2] on the current state of the Global Economy. The committee also received a report on the administration of the Newham Pension Fund and approved the 2024-25 budget of £0.973m for the Local Pension Partnership Administration (LPPA)[^3]. The committee decided to approve the investment of c. £150m in the new LCIV Global Active Equity Value Fund[^4], financed by a c. £30m reduction in the LCIV Global Focus Fund and a c. £120m reduction in the LGIM Paris Aligned Global passive equity fund.

Licensing (2003 Act) Sub-Committee

Licensing (2003 Act) Sub-Committee - Monday 7th October 2024 10.00 a.m.

The Licensing Sub-Committee granted a licence variation to the off-licence NKS Food Centre in East Ham, allowing the sale of alcohol until 2am on Friday, Saturday and Bank Holidays, but rejected a request to amend existing conditions on the licence relating to the minimum unit size of beers and spirits. The applicant had requested to be allowed to sell single 500ml bottles of beer and 20cl bottles of spirits, to match those being sold in a nearby off-licence, but this was refused. The Sub-Committee also added a condition that a personal licence holder must be on the premises at all times during the sale of alcohol, and required the licence holder to review their bottle marking procedures.

Licensing (2003 Act) Sub-Committee - Wednesday 2nd October 2024 10.00 a.m.

The Licensing Sub-Committee suspended the licence of Kay Viva, a restaurant in Stratford, for two weeks so that the licence holder and Designated Premises Supervisor, Vivian Ezeagu, can receive further training in the licensing regime by a reputable training provider. The licence was suspended following complaints about noise and anti-social behaviour in the vicinity of the premises and a compliance visit that found a number of licensing breaches. Further conditions will be imposed on the licence, which will be detailed in a decision notice to be sent to all parties within five working days of the meeting.
