Cardiff Council's Cabinet is scheduled to convene on Thursday, 19 March 2026, with a packed agenda covering a range of significant local issues. Key discussions are expected to include the proposed renewal of the Business Improvement District (BID) for the city centre and Cardiff Bay, alongside plans for a new green crematorium and wake facility. The Cabinet will also consider the Housing Revenue Account Business Plan for 2026-27 and a new Tenant Engagement Strategy for 2026-2030, as well as proposals for recladding works at Beech House and Sycamore House. Passenger Transport Dynamic Procurement System Contract Extension

The report will seek agreement to extend the expiry date of the Passenger Transport Dynamic Procurement System (DPS) from 31st August 2025 to 31st March 2028, and to increase the delegation of spend authority. This revised amount will cover the value of contracts allocated via the DPS until their expiry as at 31st August 2032. The extension of the Framework will enable new suppliers to enroll on the existing DPS Framework to deliver savings.

Pay Policy Statement 2025/26

The Council has a statutory requirement under the Localism Act 2011 to prepare a pay policy statement on an annual basis. The first statement was in place by 31st March 2012 and they have been produced annually since. Agreement (and subsequent publication) of this 2025/26 annual Pay Policy Statement will ensure continued compliance with this legislation.
